The City of Anaheim Housing and Community Development Department is seeking an experienced and strategic Workforce Development Manager to lead the City's Workforce Development Unit and serve as Executive Director of the Anaheim Workforce Development Board (WDB). This position provides leadership for federal and state workforce development programs, including those funded through the Workforce Innovation and Opportunity Act (WIOA), and oversees the City's WIOA One-Stop delivery system, workforce grants and contracts, unit budget, and administrative support for the WDB. The Manager will also oversee Business Development efforts, working closely with employers to understand their workforce needs, develop targeted recruitment and job fair opportunities, strengthen connections between job seekers and employers, and facilitate employment placements that respond to the needs of the local business community. In addition, the Manager will lead efforts to diversify workforce funding by identifying and pursuing state, federal, philanthropic, and other grant opportunities that support the City's workforce development priorities. As Executive Director of the WDB, the Manager will provide strategic oversight of Board structure, operations, engagement, and compliance, while ensuring the Board effectively fulfills its workforce development responsibilities. The Manager also serves as a key liaison to City leadership, government agencies, educational institutions, employers, community organizations, and other workforce partners. The Ideal Candidate The ideal candidate is a collaborative, results-oriented leader who brings: Workforce Development Expertise: Knowledge of workforce development programs, WIOA requirements, and public-sector administration. Leadership and Communication: Strong judgment, communication, presentation, and staff leadership skills. Partnership Building: Ability to build effective relationships with employers, educational institutions, government agencies, community organizations, and other workforce partners. Funding and Resource Development: Experience identifying and pursuing diverse funding opportunities, including state, federal, philanthropic, and other workforce-related grants.

Experience and Education: Five years of responsible job training program planning, development, and administration experience including one year of administrative and/or lead supervisory experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. Knowledge of: Operational characteristics, services, and activities of workforce development programs; principles and practices of program and board development and administration; workforce development principles and practices and their application to a wide variety of workforce development programs; policies and procedures of WIA and Welfare-to-Work programs; methods and procedures of program auditing and contract management; principles of municipal budget preparation and control; public financing and accounting principles; program performance and financial reporting requirements and regulations governing the use of public funds; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; modern office procedures, methods, and equipment including computers; computer applications such as word processing, spreadsheets, and statistical databases; job training automated computer system applications; pertinent federal, state, and local laws, codes, and regulations including applicable Department of Labor guidelines. Ability to: Coordinate and direct a comprehensive workforce development program and policy board; supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies, and procedures for providing assigned services and activities; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; interpret and explain federal, state, and City workforce development program policies and procedures; develop programs to address community and employer needs; provide leadership and direction for the Workforce Investment Board; direct meetings and give public presentations; direct and supervise the collection of data for research; negotiate contracts; prepare and administer grants; prepare program applications according to specifications; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; effectively represent the program to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, government officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, staff, or other agencies on sensitive issues in area of responsibility; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work. License/Certification Required: Possession of an appropriate, valid driver’s license.
