Diamond Al Mas Al Lamea is seeking an experienced Tender/Estimation Engineer to prepare technical and commercial proposals for FM, MEP, and O&M projects. The role requires analyzing tender documents, cost estimation, and coordinating with teams.

Responsibilities
- Review tender documents including RFPs, RFQs, BOQs, drawings, and technical specifications
- Prepare accurate technical and commercial proposals for government and private sector tenders
- Perform detailed cost estimation, pricing analysis, and manpower calculations
- Prepare project budgets, material costing, subcontractor comparisons, and financial evaluations
- Coordinate with procurement, operations, and engineering teams to obtain technical inputs
- Identify project risks and recommend mitigation strategies during bid preparation
- Ensure timely submission of tenders while maintaining company quality standards
Requirements
- Bachelor's Degree in Mechanical, Electrical, or Civil Engineering
- Minimum 5 years of experience in FM, MEP, O&M, or Energy Projects
- Strong experience in tendering, estimation, pricing, and proposal preparation
- Excellent understanding of RFPs, RFQs, BOQs, engineering drawings, and technical specifications
- Advanced proficiency in Microsoft Excel
- Excellent analytical, communication, and negotiation skills

About the Role
- Responsible for preparing accurate technical and commercial proposals

- Ideal candidate has strong analytical skills and extensive experience in FM, MEP, and O&M projects
Key Responsibilities
- Review tender documents including RFPs, RFQs, BOQs, drawings, and technical specifications
- Prepare accurate technical and commercial proposals for government and private sector tenders
- Perform detailed cost estimation, pricing analysis, and manpower calculations
- Prepare project budgets, material costing, subcontractor comparisons, and financial evaluations
- Coordinate with procurement, operations, and engineering teams to obtain technical inputs
- Identify project risks and recommend mitigation strategies during bid preparation
- Prepare quantity take offs and cost build ups for FM and MEP projects
- Ensure timely submission of tenders while maintaining company quality standards
- Maintain tender documentation and support post award project handovers
- Stay updated with Saudi market pricing, suppliers, and subcontractor rates
Required Qualifications
- Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, or related discipline
- Minimum 5 years of experience in Facilities Management (FM), MEP, Operations & Maintenance (O&M), or Energy Projects
- Strong experience in tendering, estimation, pricing, and proposal preparation
- Excellent understanding of RFPs, RFQs, BOQs, engineering drawings, and technical specifications
- Experience preparing both technical and commercial bids
- Strong knowledge of cost build up, manpower calculations, subcontractor pricing, and project risk assessment
- Advanced proficiency in Microsoft Excel
- Excellent analytical, communication, and negotiation skills
- Experience with Saudi government tenders (Etimad) and private sector bidding is highly preferred
