Desirable Qualifications

• Demonstrated supervisory experience, including planning, organizing, directing, evaluating, and supporting staff in a fast-paced Human Resources environment.
• Strong knowledge of State HR operations, including personnel transactions, payroll and benefits, classification and pay, disability management, and merit-based hiring processes.
• Expert understanding of CalHR, SPB, SCO, CalPERS, and bargaining unit rules, regulations, policies, and guidelines, with the ability to interpret and apply them accurately.
• Experience coordinating and overseeing complex HR functions, including appointments, promotions, separations, pay adjustments, alternate range determinations, and out-of-class assignments.
• Skill in classification and pay analysis, including allocations, job specification revisions, reorganizations, salary determinations, and special projects.
• Experience in disability management, including workers’ compensation, NDI/SDI, FMLA/CFRA, ADA/FEHA accommodation processes, and return-to-work coordination.
• Ability to lead and develop staff, including coaching, mentoring, and providing constructive performance feedback.

Statement of Qualifications (SOQ)

• A Statement of Qualifications (SOQ) is required and must be submitted with your application. The SOQ is a narrative discussion of how the candidate’s education, training, experience, and skills meet the desirable qualifications and demonstrate the candidate’s ability to perform the job duties listed in this bulletin. The SOQ serves as a documentation of each candidate’s ability to present information clearly and concisely in writing.
• Instructions: When completing the SOQ, you must title the page “Statement of Qualifications” and include your name and the Job Control number on the first page. You must list and provide your answer below each question. When completing the SOQ please include all relevant experience, education, and training for each question and explain your answers thoroughly. Responses should be no longer than two pages in total length, single-spaced, and 12-point Arial font. Your SOQ must address the following:
• Describe your experience supervising staff who perform human resources work. Include how you assign and monitor workload, how you develop staff at differing experience levels, and how you have addressed a performance problem.
• Describe your hands-on experience in each of the following three areas: (a) personnel transactions, payroll, and benefits; (b) classification and pay; and (c) disability management. For each area, provide a specific example of work you personally performed, reviewed, or approved.
• Describe a time you managed competing deadlines across more than one function or unit. Explain how you set priorities, what you delegated, and what you changed afterward to keep the same crunch from recurring.
