Role overview

Parsons is seeking an experienced Technical Design Manager for its Riyadh team.

The role manages and coordinates design and technical delivery across multidisciplinary projects while ensuring quality, compliance, and timely delivery.

Key responsibilities

  • Manage design deliverables across multiple projects and oversee drawings, reports, technical documentation, and tender packages.
  • Support resource planning, staffing budgets, assignment schedules, and appropriate discipline staffing levels.
  • Monitor design quality and progress against schedule, cost, quality, production, and overhead-budget requirements.
  • Establish discipline standards and procedures, support quality improvement, and recommend process improvements.
  • Recruit, evaluate, develop, counsel, and conduct performance reviews for personnel as required.
  • Participate in design reviews, value engineering workshops, technical and safety meetings, and multidisciplinary coordination.
  • Ensure designs comply with codes, standards, client requirements, and project goals.
  • Collaborate with internal teams and external stakeholders to resolve technical challenges and deliver integrated solutions.
  • Promote digital engineering workflows, quality assurance, knowledge sharing, mentoring, and standard procedures.
  • Attend design meetings, validate minutes, present cross-disciplinary solutions, and maintain clear stakeholder communication.

Required qualifications

  • Bachelor’s degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or a related discipline.
  • Over 20 years of design experience, including 10 years in technical coordination roles for site infrastructure and landscape projects.
  • Experience managing multidisciplinary design teams on large-scale projects.
  • Strong understanding of applicable codes, standards, and regulatory frameworks.
  • Excellent communication, presentation, and collaboration skills.
  • Ability to manage multiple design packages and deliverables simultaneously.
  • Proficiency in design and document control tools such as AutoCAD, Revit, and BIM360.

Desired skills

  • Experience on infrastructure or large-scale projects in the Middle East.
  • Working knowledge of BIM, Navisworks, or similar digital design platforms.
  • Understanding of cost, risk, and schedule integration within project controls.
  • Experience with government or semi-government clients.
  • PMP, RICS, PE, or equivalent certification would be advantageous.
  • A KSA driving license would be advantageous.
