- Administer QA/QC regime across all project works
- Oversee and report on construction works progress regarding quality compliance
- Provide QA/QC input to weekly, monthly, and executive reports
- Manage and coordinate with Construction Supervision Consultant (CSC) for inspections and quality tracking
- Conduct regular QA/QC meetings to review compliance and formulate corrective actions
- Ensure PMC Performance Management Framework for quality is effectively implemented
- Provide oversight of main contractor's quality delivery through all phases
- Participate in project close out activities to verify quality documentation
Requirements
- Bachelor's degree in Engineering/Management from an accredited university
- At least 15+ years of professional experience, including as Quality Manager on large projects
- Qualified and experienced Lead Auditor/ISO 9001 Lead Assessor
- Extensive knowledge of quality principles/tools and their applications
- Excellent command of written and spoken English
- Experience working internationally, preferably GCC

Job Description
- Experienced QA/QC Manager with strong background in high rise, residential, and commercial building projects across Middle East markets, specializing in quality assurance, quality control systems, and regulatory compliance.
Responsibilities
- Act as the PMC representative for all QA/QC matters, coordinating between the contractor, client, and supervision team during project execution.
- Review the Program wide quality management plan provided by the client and develop, manage, and update a project specific Quality Management Strategy and Plan in coordination with the Project Director.
- Establish project QA/QC procedures that integrate with program wide standards and Hill procedures.
- Monitor and report on project non conformances and issue Non Conformance Reports (NCRs) as required.
- Administer the quality assurance and quality control regime across all project works.
- Oversee and report on the progress of construction works with respect to quality compliance.
- Provide QA/QC input to the project’s weekly, monthly, and executive reports.
- Manage and coordinate with the Construction Supervision Consultant (CSC) to review inspections, monitor work quality, track deficiency corrections, issue NCRs, and verify acceptance of completed work.
- Conduct regular QA/QC meetings to review compliance, address gaps, and formulate corrective action items.
- Ensure the PMC Performance Management Framework (PMF) for quality is effectively implemented, achieving KPIs and milestone targets.
- Provide oversight of the main contractor’s delivery of quality throughout all phases, including construction, fit out, and commissioning.
- Participate in project close out activities to verify quality documentation and compliance with approved plans.
Qualifications
- Bachelor's degree in Engineering/Management from an accredited university.
- Professional experience of at least 15+ years, including holding the position of Quality Manager with large projects.
- Qualified and experienced Lead Auditor/ISO 9001 Lead Assessor.
- Experience and familiarity with the cultural aspects of project management.
- Extensive knowledge of quality principles/tools and their applications to engineering, environment, procurement, construction, testing, operations or decommissioning.
- Knowledge of applying reconciled corrective actions to cases of non conformity.
- Knowledge of organizational requirements and functional specializations that affect the quality plan program.
- Possess popular and editorial communication skills.
- Skill in managing financial performance.
- Familiarity with the use of computer applications and programs.
- Ability to work well under pressure and tight deadlines.
- Excellent command of written and spoken English.
