Job Description

Parsons is seeking a Stakeholder Management Engineer in Qatar.

The role coordinates project interactions with government entities, utility providers, local communities, contractors, and other external stakeholders.

Responsibilities

  • Coordinate external stakeholders on approvals, permits, and interface requirements.
  • Prepare stakeholder documentation, correspondence, and reports.
  • Monitor stakeholder requirements, expectations, and commitments.
  • Address stakeholder issues or conflicts affecting project timelines or scope.
  • Organize and attend stakeholder meetings, workshops, and coordination sessions.
  • Maintain a stakeholder engagement log.
  • Work with engineering, construction, and planning teams to incorporate stakeholder needs.
  • Support engagement strategies and communication plans.
  • Coordinate regulatory compliance, approvals, and NOCs with authorities.
  • Report stakeholder matters and progress to senior management.

Required Skills and Qualifications

  • A bachelor’s degree in Civil Engineering, Project Management, or a related field is required.
  • Ten years of stakeholder coordination experience supporting large-scale infrastructure or construction projects is required.
  • Professional interaction with public authorities, utility agencies, and project stakeholders is required.
  • Strong written and verbal communication skills are required.
  • Understanding of the project lifecycle and stakeholder engagement is required.
  • Proficiency in Microsoft Office and familiarity with project management tools and documentation systems are required.
  • The ability to prepare clear reports and correspondence is required.

Desired Skills and Competencies

  • Infrastructure experience in highways, utilities, urban development, or rail is preferred.
  • Experience with Gulf-region government and municipal authorities is highly desirable.
  • Arabic language skills are an advantage.
  • Strong organizational and time management skills are desirable.
  • Collaborative work with multidisciplinary teams in a fast-paced environment is desirable.
  • Familiarity with local regulations, permitting, and utility coordination procedures is desirable.
