About the Role
Tecnicas Reunidas Gulf seeks a Senior Technical Safety Engineer for engineering design in Eastern Province, Saudi Arabia. The role involves preparing HSE deliverables, risk analysis, and facilitating workshops.

Responsibilities
- Preparation and review of deliverables related to Technical Safety/Environmental including HSE Management Plans, HSE Philosophies/Specifications, studies & reviews
- Conduct HAZOP management and review, SIL Determination, Hazardous Area Classification, BAT/ALARP studies
- Perform RISK ANALYSIS STUDIES QRA, FESA, COMAH, Consequence analysis
- Participate in workshops as Technical Safety/Environmental Engineer to advise on technical safety aspects at HAZOP, HAZID, ISD, BOW TIE, 3D Model Review, HFE Review, Construction HAZID
- Ensure compliance with HSE international and specific country legal requirements
- Facilitate HAZOP, HAZID, SIL Determination, ALARP and ERP Workshop
- Develop Radiation and Dispersion modelling using Flaresim software
- Review engineering interdisciplinary documents during the engineering stage
- Prepare OFFERS and BUDGETS for Projects
- Monitor manhour budget and prepare weekly workplan and updating project progress
- Ensure schedule and deliverables dates are met with high quality
- Prepare specification, RFI/RFP and TBE for technical safety items
Requirements
- Bachelor of Engineering in Chemical discipline or equivalent
- Minimum 12 years of working experience as Technical Safety specialist in EPC or Engineering Companies
- Significant experience in engineering design of oil and gas facilities
- Skilled in Physical Effects Modelling and Quantitative Risk Assessment, experience with PHAST, FLARESIM, ALOHA, EFFECTS, EXsilentia software
- Strong knowledge of Hazardous area classification, SCE/PS, EERA, FERA and other loss prevention analysis and risk assessment
- Knowledgeable in technical safety design standards such as NFPA, EPA, NIOSH, IP, ISO, ASME, API
- Experience as facilitator of HAZOP, HAZID, SIL Determination, ALARP and ERP Workshop
- Self directed and self motivated
- Able to work on a project with minimum supervision/stand alone
- Strong background in onshore facility and brownfield project experience is an advantage

Job Description

- Experience in RISK ANALYSIS STUDIES QRA, FESA, COMAH, Consequence analysis, etc.
- Experience in participation in numerous workshops as a Technical Safety/Environmental Engineer to advise on technical safety related aspect and concerns at HAZOP, HAZID, ISD, BOW TIE, 3D Model Review, HFE Review, Construction HAZID, etc.
- Ensure compliance with HSE international and specific country legal requirements (Safety and Environmental)
- Experience as facilitator of HAZOP, HAZID, SIL Determination, ALARP and ERP Workshop, among others.
- Experience developing Radiation and Dispersion modelling using Flaresim software (or any similar software) to develop Flare Assessment (distances, emission, and radiation), review the simulations, analyses and Report.
- Review engineering interdisciplinary documents during the engineering stage.

- Monitoring manhour budget and prepare weekly workplan and updating project progress
- Ensure the schedule and deliverables dates are met with a high quality deliverables and action.

Skills / Qualifications
- Bachelor of Engineering in the Chemical discipline or equivalent.
- Possess a minimum of 12 years of working experience as Technical safety specialists and demonstrate experience in EPC companies or Engineering Companies.
- Significant experience in engineering design of oil and gas facilities.
- Self directed and self motivated (SD/SM) employee
- Able to work on a project with minimum supervision/Stand alone
- A strong background in onshore facility and brownfield project experience is an advantage.
- Skilled in Physical Effects Modelling and Quantitative Risk Assessment, experience with PHAST, FLARESIM, ALOHA, EFFECTS, EXsilentia software
- Effective communicator who can influence key stakeholders
- Strong knowledge of the Hazardous area classification, SCE/PS, EERA, FERA and other loss prevention analysis and risk assessment
- Knowledgeable in technical safety design standards such as NFPA, EPA, NIOSH, IP, ISO, ASME, API, etc. Additional knowledge of Russian Normative is an advantage.
