Responsibilities
- Serve as on site lead for all contract operations under USMTM CITS program, providing technical and administrative oversight across helpdesk, network, systems, and cybersecurity functions
- Act as primary interface with USMTM J6 leadership, ensuring alignment of contractor activities with mission priorities
- Implement project governance, risk management, and quality assurance consistent with DoD directives
- Develop and maintain project plans, timelines, and milestones in coordination with Contract Program Manager
- Provide leadership, direction, and technical guidance to contractor personnel
- Coordinate with higher tier organizations for escalated network, cybersecurity, and enterprise service issues
- Oversee continuity of operations (COOP) planning
- Maintain accountability for contract deliverables, personnel performance, and compliance with PWS requirements
Requirements
- Bachelor's degree in Information Technology, Computer Science, Cybersecurity, or related field
- PMP or CompTIA Project+ certification
- Security+ CE certification
- ITIL v4 Foundation certification
- Minimum 10 years of experience in IT operations, network administration, systems integration, or enterprise service delivery
- At least 5 years of leadership experience supporting DoD or U.S. Government programs in deployed, overseas, or mission critical environments

Position Overview
- Provides mission critical CITS support to USMTM in Riyadh, Saudi Arabia, ensuring secure NIPR/SIPR network operations.
- Contributes to installation, administration, maintenance, and modernization of IT systems supporting USMTM J6 and mission partners.
Responsibilities
- Serve as on site lead for all contract operations under USMTM CITS program.
- Act as primary interface with USMTM J6 leadership.
- Implement disciplined project governance, risk management, and quality assurance.
- Develop and maintain project plans, timelines, and milestones.
- Provide leadership, direction, and technical guidance to contractor personnel.
- Coordinate with higher tier organizations for escalated issues.
- Oversee continuity of operations (COOP) planning.
- Maintain accountability for contract deliverables and compliance.
- Ensure all work centers meet Acceptable Quality Levels.
- Support transition in and transition out activities.
- Provide monthly operational and performance summaries.
- Foster a culture of professionalism and mission focus.
Required Experience/Qualifications
- Bachelor's degree in IT, Computer Science, Cybersecurity, or related field.
- PMP or CompTIA Project+, Security+ CE, and ITIL v4 Foundation.
- Minimum 10 years of experience in IT operations, network administration, or enterprise service delivery.
- At least 5 years of leadership experience supporting DoD or U.S. Government programs in overseas environments.
- Demonstrated experience managing daily IT operations across helpdesk, network, server, and cybersecurity.
- Proven ability to develop project plans and manage schedules.
- Experience coordinating with RCC SWA, CENTCOM, and NETCOM.
- Strong understanding of configuration control, ITIL based service management, and enterprise patching.
- Strong written and verbal communication skills.
Preferred Experience/Qualifications
- Master's degree in IT, Cybersecurity, Business Administration, or related field.
- PMP, ITIL v4 Managing Professional, CISSP, or CASP+ certifications.
- Fifteen or more years of progressive leadership experience supporting DoD IT operations.
- Demonstrated success managing multi discipline IT service delivery teams.
- Experience developing COOP plans and risk mitigation strategies.
- Proven ability to lead transition in and transition out activities.
- Background in cybersecurity policy implementation within classified networks.
- Strong cross cultural communication skills.
Special Requirements/Security Clearance
- Requires a Secret Security Clearance.
