Role Overview

SAIC is seeking Senior Systems Engineers for a U.S. Navy Foreign Military Sales C4I modernization program supporting the Royal Saudi Naval Forces.

The role is on-site in Riyadh and Jubail, Saudi Arabia, with travel listed at 25 percent of the time.

The engineers will support NAVWAR program activities and interact with U.S. Government and senior Saudi military and government officials.

Systems Engineering

  • Lead requirements analysis, technical site surveys, system verification, and Analysis of Alternatives for C4I and COTS capabilities.
  • Perform end-to-end systems engineering for GCCS, NAVMACS, radios, antennas, tactical data links, CENTRIXS, network communications, SATCOM, ADSI, VBSS, and related systems.
  • Conduct site surveys, capture as-built configurations, and translate operational needs into engineering requirements.
  • Plan and execute SOVTs, develop test procedures, witness installations, document discrepancies, and drive resolution.

Reviews and Documentation

  • Research COTS products such as radars, GPS, AIS, radio direction finding, EO cameras, GMDSS, APS, emergency radio, FOTN, CCTV, video display, and VTC systems.
  • Support SRR, PDR, CDR, and TRR events and prepare and present engineering artifacts.
  • Author and sanitize technical documentation for foreign disclosure review and coordinate disclosure determinations with the U.S. Government Foreign Disclosure Office.
  • Contribute engineering inputs to the Integrated Master Schedule and brief schedule status using MS Project and MS PowerPoint.

Stakeholder and Risk Management

  • Interface with NAVWAR program managers, U.S. Government personnel, and senior RSNF military and government officials.
  • Identify, document, and mitigate technical risks and escalate cost, schedule, or performance impacts to the Program Manager.
  • Comply with OCONUS work, security, and country-clearance requirements and maintain required travel and work documentation.

Required Qualifications

  • Bachelor's degree in an engineering field from an accredited college or university and five years of experience are required.
  • An active Secret security clearance and the ability to maintain it are required.
  • U.S. citizenship is required.
  • At least five years of C4I systems experience and at least three years of COTS equipment experience are required.
  • OCONUS security cooperation experience with U.S. Government or foreign senior military or government officials is required.
  • Experience with foreign disclosure, documentation sanitization, site surveys, SOVTs, or COTS Analysis of Alternatives is required.
  • Strong analytical and problem-solving skills related to C4I systems and network communications are required.

Desired Qualifications

  • Three or more years of experience with NAVWAR prime mission products and Systems Engineering and Technical Reviews is desired.
  • DISAM Security Cooperation Management coursework or DISAM International Affairs Certification Level 1 or above is desired.
  • Experience in austere locations, including Middle Eastern nations, is desired.
  • Experience developing and presenting Integrated Master Schedules using MS Project and MS PowerPoint or similar tools is desired.
  • A master's degree in an engineering field is desired.
