Role Overview

Support the U.S. Navy Foreign Military Sales C4I modernization program for the Royal Saudi Naval Forces.

Perform systems engineering for C4I capabilities integrated into RSNF platforms and shore facilities.

The role is onsite in Riyadh and Jubail, Saudi Arabia, with travel required approximately 25% of the time.

Systems Engineering

  • Lead requirements analysis, technical site surveys, system verification, and analysis of alternatives.
  • Conduct surveys at RSNF facilities in Riyadh, Jubail, and Jeddah and capture as-built configurations.
  • Plan and execute SOVTs, develop test procedures, witness installations, document discrepancies, and drive resolution.
  • Research COTS products and provide trade studies with recommendations.
  • Support SRR, PDR, CDR, and TRR events and present engineering artifacts.

Program and Customer Support

  • Author and sanitize technical documentation for foreign-disclosure review.
  • Coordinate disclosure determinations with the U.S. Government Foreign Disclosure Office.
  • Interface with U.S. Government and senior RSNF military and government officials.
  • Provide IMS inputs, brief schedule status, and track technical risks and impacts.
  • Comply with OCONUS work, security, and country-clearance requirements.

Technical Scope

  • C4I capabilities include GCCS, NAVMACS, radios and antennas, Link-11/16/22, CENTRIXS, network communications, SATCOM, ADSI, and VBSS.
  • COTS analysis may cover radars, GPS, AIS, radio direction finding, EO cameras, GMDSS, APS, emergency radio, FOTN, CCTV, video display, and VTC systems.

Required Qualifications

  • Bachelor's degree in an engineering field and five years of experience.
  • Active Secret clearance with ability to maintain it; U.S. citizenship required.
  • Five or more years supporting C4I systems and three or more years with COTS equipment.
  • OCONUS security cooperation experience with U.S. Government or foreign senior officials.
  • Expertise with foreign disclosure, technical documentation, site surveys, SOVTs, or COTS AoAs.
  • Strong analytical and problem-solving skills related to C4I systems and network communications.

Desired Qualifications

  • Three or more years with NAVWAR prime mission products and SETR activities.
  • DISAM security cooperation coursework or International Affairs Certification Level 1 or above.
  • Experience in austere or Middle Eastern locations supporting foreign customers.
  • Experience creating IMS schedules with MS Project and MS PowerPoint.
  • Master's degree in an engineering field.

Schedule and Workplace

  • The schedule is full-time with a day shift.
  • The position is onsite and requires approximately 25% travel.
