Role Overview

Support the U.S. Navy Foreign Military Sales C4I modernization program for the Royal Saudi Naval Forces.

Work on-site in Riyadh and Jubail in direct support of the NAVWAR program office.

Lead requirements analysis, technical site surveys, system verification, and analysis of alternatives for C4I and COTS integration.

Work Arrangement

  • The role is on-site in Riyadh and Jubail, Saudi Arabia.
  • Travel is required for approximately 25% of the time.
  • The position requires OCONUS work and compliance with security and country-clearance requirements.

Responsibilities

  • Perform end-to-end systems engineering for C4I capabilities deployed to RSNF afloat and ashore platforms.
  • Conduct site surveys, capture as-built configurations, and translate operational needs into engineering requirements.
  • Plan and execute SOVTs, develop test procedures, witness installations, and resolve discrepancies.
  • Conduct COTS Analysis of Alternatives and provide trade studies with recommendations.
  • Support SRR, PDR, CDR, and TRR technical reviews and present engineering artifacts.
  • Prepare foreign disclosure documentation and coordinate disclosure determinations.
  • Interface with U.S. Government and senior RSNF military and government officials.
  • Manage engineering schedule inputs, technical risks, and escalations to program leadership.

Required Qualifications

  • Bachelor’s degree in an engineering field and at least five years of experience.
  • Active Secret security clearance with ability to maintain it.
  • U.S. citizenship.
  • At least five years of C4I systems experience and three years of COTS equipment experience.
  • Experience with OCONUS security cooperation and senior government or military stakeholders.
  • Strong analytical and problem-solving skills related to C4I and network communications.

Preferred Qualifications

  • Experience with NAVWAR prime mission products and SETR activities.
  • DISAM security cooperation courses or International Affairs Certification Level 1 or above.
  • Experience in austere locations supporting security cooperation or foreign customers.
  • Experience developing and presenting Integrated Master Schedules with MS Project or similar tools.
  • Master’s degree in an engineering field.
