Job Description

Parsons is seeking a highly experienced Senior Quantity Surveyor for its Tabuk region team.

The role manages the commercial lifecycle of major construction and infrastructure packages, including complex contracts and multi-million-dollar budgets.

Responsibilities

  • Oversee commercial aspects of construction projects and ensure compliance with contractual obligations.
  • Manage FIDIC-based or similar contracts, including claims, variations, and dispute resolution.
  • Prepare cost estimates, budget forecasts, and monthly commercial reports.
  • Monitor KPIs to track project financial health.
  • Manage tendering, Bills of Quantities, tender evaluation, and recommendation reports.
  • Review and certify monthly contractor progress applications against work performed on site.
  • Evaluate and negotiate variation orders and change requests.
  • Identify commercial risks and develop mitigation strategies.

Required Skills and Qualifications

  • At least 10 years of quantity surveying experience is required.
  • Experience on large-scale infrastructure or heavy civil engineering projects is required.
  • A bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field from a recognized institution is required.

Desired Skills and Competencies

  • Expertise in the FIDIC suite of contracts is desired.
  • Proficiency with CostOS, Candy, or Primavera is desired.
  • Advanced Excel skills for complex data analysis are desired.
  • Saudi Arabian or wider Middle East experience on major land developments or giga-projects is strongly preferred.
  • Strong negotiation and influencing skills are required.
  • Excellent written and spoken English is required.
  • The role requires working in remote or challenging environments within the Tabuk region.
