Role Overview

Manage commercial administration and cost control for major infrastructure and heavy civil engineering packages in the Tabuk region.

Support the FIDIC Engineer and PMC team across the project delivery lifecycle.

Commercial and Contract Management

  • Administer commercial and contractual aspects of mass earthworks, utilities networks, roads, and major site development packages.
  • Provide daily FIDIC contract administration and ensure compliance with client guidelines and applicable Saudi regulations.
  • Evaluate, negotiate, and finalize variations, new rates, and change requests.
  • Review claims and time-extension requests and support commercial determinations.

Valuations and Cost Controls

  • Review and verify contractors' monthly payment applications and prepare payment certificate recommendations.
  • Perform site measurements and verify quantities, provisional sums, dayworks, and prime cost sums.
  • Maintain auditable cost records and support project cost ledgers, cash flow projections, and monthly financial reporting.

Required Qualifications

  • Bachelor's degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related construction discipline.
  • At least 10 years of quantity surveying and commercial management experience on heavy civil or major infrastructure projects.
  • Proven FIDIC experience in a PMC, Engineer's Representative, or client-side infrastructure organization.
  • High proficiency in CostOS, Candy, or Primavera and advanced Excel.
  • Saudi Arabia or GCC experience on complex master-planned developments.
  • Ability to work on-site in remote or fast-paced Tabuk project environments.
  • Exceptional written and spoken English with strong contract report writing and stakeholder communication skills.

Preferred Qualifications

  • MRICS or MCIOB membership or chartership is preferred.
  • Arabic fluency and direct experience on KSA giga-projects are preferred.
