Role Overview
Parsons is seeking a Senior Quantity Surveyor (MEP) in Riyadh, Saudi Arabia.
The role provides commercial and contractual advisory services focused on post-contract claims, quantum analysis, and Extension of Time assessments.
The work covers civil, structural, architectural, transport systems, and MEP packages.
Responsibilities
- Advise on contractual entitlement, risk allocation, and interpretation of FIDIC and similar contracts.
- Assess, prepare, and respond to claims submissions and maintain a comprehensive claims register.
- Draft contractual correspondence, including notices, responses, and determinations.
- Evaluate interface risks across multidisciplinary work packages.
- Develop claims defense strategies and support negotiations, settlements, and dispute resolution.
- Perform forensic quantum analysis and prepare evidence-based quantum reports.
- Conduct Extension of Time assessments, review delay analyses, and assess cost implications.
- Provide commercial advice, conduct contract audits, and support dispute avoidance.
- Prepare cost estimates, cost plans, forecasts, valuations, payment certifications, variation assessments, and final accounts.
- Liaise with clients, consultants, contractors, and subcontractors on commercial and contractual matters.
Required Skills and Qualifications
- Bachelor’s degree in engineering or a relevant field.
- Professional qualification in quantity surveying, ideally RICS accredited.
- Knowledge of international contract forms, particularly FIDIC and CESSM3.
- More than 10 years of relevant post-contract experience on major infrastructure projects.
Desired Skills
- MRICS and preferably registration or licensing as a professional.
- Railway project experience is an advantage.
- GCC experience is preferred.
