Role Overview

Parsons is seeking a Senior Quantity Surveyor (MEP) in Riyadh, Saudi Arabia.

The role provides commercial and contractual advisory services focused on post-contract claims, quantum analysis, and Extension of Time assessments.

The work covers civil, structural, architectural, transport systems, and MEP packages.

Responsibilities

  • Advise on contractual entitlement, risk allocation, and interpretation of FIDIC and similar contracts.
  • Assess, prepare, and respond to claims submissions and maintain a comprehensive claims register.
  • Draft contractual correspondence, including notices, responses, and determinations.
  • Evaluate interface risks across multidisciplinary work packages.
  • Develop claims defense strategies and support negotiations, settlements, and dispute resolution.
  • Perform forensic quantum analysis and prepare evidence-based quantum reports.
  • Conduct Extension of Time assessments, review delay analyses, and assess cost implications.
  • Provide commercial advice, conduct contract audits, and support dispute avoidance.
  • Prepare cost estimates, cost plans, forecasts, valuations, payment certifications, variation assessments, and final accounts.
  • Liaise with clients, consultants, contractors, and subcontractors on commercial and contractual matters.

Required Skills and Qualifications

  • Bachelor’s degree in engineering or a relevant field.
  • Professional qualification in quantity surveying, ideally RICS accredited.
  • Knowledge of international contract forms, particularly FIDIC and CESSM3.
  • More than 10 years of relevant post-contract experience on major infrastructure projects.

Desired Skills

  • MRICS and preferably registration or licensing as a professional.
  • Railway project experience is an advantage.
  • GCC experience is preferred.
