Role Overview

Cost Estimation and Budgeting

• Prepare detailed cost estimates and Bills of Quantities for water pipeline works.
• Develop project budgets, cost plans, and cash flow forecasts.
• Monitor actual costs against budget and report variances to management.

Measurement and Valuations

• Measure completed works on-site against approved Bills of Quantities and drawings.
• Prepare and submit interim payment applications and valuations to the client.
• Certify subcontractor payment valuations and manage payment cycles.

Claims and Variations

• Prepare, substantiate, and negotiate variation orders and change requests.
• Manage claims for extension of time, loss and expense, and disruption where applicable.
• Maintain records supporting claims and dispute resolution.

Final Accounts and Reporting

• Prepare and agree final accounts with clients and subcontractors.
• Produce cost reports, forecasts, and commercial status updates for senior management.
• Support internal audits and maintain accurate commercial documentation.

Stakeholder Management

• Manage relationships with subcontractors, suppliers, and consultants on commercial matters.
• Coordinate with site engineering and project management teams to align cost control with progress.
• Attend site meetings and provide commercial input on project decisions.

Requirements

• Experienced Senior Quantity Surveyor for a water pipeline contracting project in the UAE.
• Ability to prepare detailed cost estimates and Bills of Quantities for water pipeline works.
• Experience managing project budgets, cost plans, cash flow forecasts, and cost variances.
• Experience with measurement, valuations, interim payment applications, and subcontractor payment certification.
• Experience preparing, substantiating, and negotiating variations, change requests, and contractual claims.
• Ability to maintain robust commercial records supporting claims and dispute resolution.
• Experience preparing and agreeing final accounts with clients and subcontractors.
• Ability to produce cost reports, forecasts, and commercial status updates for senior management.
• Experience managing commercial relationships with subcontractors, suppliers, and consultants.
• Ability to coordinate with site engineering and project management teams on cost control and progress.
• Availability to attend site meetings and provide commercial input on project decisions.
• UAE work visa and sponsorship are provided.
