Role overview

Parsons is seeking a Senior Project Director (Roads) within its Civils & Structures team.

The role provides senior leadership for Ring Road roads, civil, and structural works supporting a major transportation network.

The position is accountable for planning, management, and successful delivery across the project lifecycle.

Strategic and project delivery responsibilities

  • Set strategic direction for the Ring Road RCS sector and translate objectives into scopes, phasing plans, and performance targets.
  • Oversee planning, concept design, detailed design, procurement, construction, commissioning, and handover.
  • Coordinate roads, bridges, tunnels, retaining structures, drainage, and utility corridors with other development sectors.
  • Lead multidisciplinary teams and coordinate interfaces with planning, mobility, utilities, real estate, and operations functions.

Commercial, governance, and stakeholder responsibilities

  • Manage consultants, contractors, suppliers, and technical advisers against contractual and technical obligations.
  • Own budgets, cost planning, forecasting, resource allocation, programme development, and schedule control.
  • Lead contract strategy, tender evaluations, awards, variations, negotiations, and claims management.
  • Engage government and regulatory bodies to secure approvals, permits, and licences.
  • Provide reporting to senior leadership and maintain communication with clients, authorities, communities, and other stakeholders.

Required skills and qualifications

  • Bachelor’s degree in Civil Engineering or a closely related discipline.
  • Minimum 20 years of roads, highways, or heavy civil infrastructure project management experience with significant leadership responsibility.
  • Experience delivering large-scale, complex infrastructure projects and managing road networks, interchanges, bridges, and civil and structural works.
  • Strong knowledge of infrastructure standards, permitting, regulatory frameworks, project controls, contracts, claims, and value engineering.
  • Strong leadership, stakeholder engagement, communication, negotiation, strategic thinking, and problem-solving capabilities.
  • A master’s degree in Engineering, Project Management, or a related field is preferred.

Safety, quality, and team culture

Ensure compliance with regulations, international standards, internal policies, quality processes, and HSE requirements.

Lead risk identification, assessment, mitigation, risk registers, contingency planning, and escalation of critical issues.

Mentor and develop project management and engineering staff while fostering excellence, collaboration, integrity, and safety.
