Job Summary
The Senior Procurement Engineer is responsible for managing the end-to-end procurement process for engineering materials, equipment, and subcontracted services.
Success in this role means ensuring that all project procurement activities are executed on time, within budget, and in full compliance with technical specifications and company policies.
This role sits within the Engineering Department and plays a key part in supporting project delivery by securing the right resources from the right vendors at the right time.
Responsibilities
Lead the preparation and issuance of Requests for Quotation (RFQ) and Requests for Proposal (RFP) for engineering materials, equipment, and services
Review and evaluate technical and commercial bids, and prepare detailed bid tabulation and analysis reports
Coordinate with engineering and project teams to ensure procurement packages meet technical specifications and project requirements
Negotiate contracts, pricing, delivery terms, and payment conditions with suppliers and subcontractors
Manage vendor qualification, registration, and performance evaluation processes
Monitor and expedite purchase orders to ensure on-time delivery to project sites
Review and process vendor submittals, material approvals, and inspection requests in coordination with the engineering team
Ensure all procurement activities comply with company policies, procedures, and applicable regulations
Maintain accurate procurement records, logs, and documentation throughout the project lifecycle
Support the resolution of commercial disputes, claims, and non-conformance issues with vendors
Mentor and guide junior procurement staff and contribute to knowledge-sharing within the team
Qualifications
Bachelor's degree in Mechanical, Electrical, Civil Engineering, or a related field
Minimum 5–7 years of experience in procurement within engineering, construction, or EPC environments
Strong knowledge of procurement processes, contract management, and supply chain principles
Experience with technical evaluation of engineering materials and equipment
Proficiency in ERP systems (SAP, Oracle, or equivalent)
Excellent negotiation, communication, and interpersonal skills
Strong attention to detail and ability to manage multiple procurement packages simultaneously
Fluency in Arabic and English (written and spoken)
Professional certification such as CIPS, CSCP, or CPSM is a plus
PMP certification is an advantage
