Parsons is seeking a Senior Manager: Procurement for regional transport links and associated infrastructure.
The role leads procurement strategy and execution, high-value tenders and contracts, value optimization, transparency, and compliance across major transport programs.
Procurement Strategy and Tendering
- Develop procurement strategies aligned with program objectives, funding mechanisms, and risk profiles.
- Define category strategies for civil works, structures, rail and road systems, transport buildings, depots, hubs, and professional services.
- Establish schedules, milestones, and resource plans for multiple concurrent projects.
- Lead market engagement, prequalification, and bidder shortlisting for complex transport contracts.
- Oversee tender documents, including instructions, scopes, technical requirements, commercial conditions, and pricing schedules.
- Manage clarifications, addenda, evaluations, negotiations, and recommendations for award.
Contracts, Suppliers, and Governance
- Ensure tender processes are fair, transparent, and compliant with policies and regulations.
- Recommend EPC, D&B, DBFM, PPP, concession, or framework contracting strategies as appropriate.
- Collaborate with legal, finance, and technical teams to develop robust contract terms and allocate risk.
- Lead commercial negotiations and maintain a qualified supplier base for transport infrastructure.
- Monitor market capacity and pricing, drive supplier performance, and manage continuous improvement.
- Implement governance frameworks and ensure compliance with procurement laws, funding requirements, and audit standards.
Program and Stakeholder Management
- Identify and manage procurement and commercial risks within program risk registers.
- Prepare procurement reports and recommendations for executive committees and steering boards.
- Align procurement with design development, construction sequencing, budgets, and operational readiness dates.
- Support procurement-related variations, claims, and contract amendments.
- Interface with government entities, regulators, partners, and funding agencies.
- Present procurement strategies, tender outcomes, and contract recommendations to senior stakeholders.
Team Leadership
- Lead, mentor, and develop procurement specialists, category managers, and support staff.
- Build capability in strategic sourcing, complex evaluation, negotiation, best practices, and procurement tools.
Required Skills and Experience
- Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain Management, Business, or a related discipline.
- At least 15 years of procurement experience in transport or infrastructure.
- Experience leading procurement for large-scale rail, highway, bus, freight, logistics, or multimodal projects.
- Extensive experience with high-value tendering, evaluation, and contract award.
- Strong understanding of construction, rail and road systems, interfaces, and transport-project risks.
- Strong commercial, negotiation, analytical, reporting, stakeholder management, and decision-making capabilities.
- Ability to manage multiple complex procurements within tight deadlines.
- Commitment to integrity, ethics, transparency, and compliant procurement.
Desired Qualifications
- A relevant master’s degree is desirable.
- CIPS, ISM, RICS, or similar professional certification is desirable.
- PPP or concession experience and work with international financial institutions or public-sector clients are desirable.
- Regional experience in the GCC, Middle East, Europe, or Asia and knowledge of local procurement regulations are desirable.
