Senior HSE Manager - PMO

Job Description

Key Responsibilities

• Govern client-appointed PMCs and engineering consultants by defining HSE scopes, responsibilities, and compliance expectations.
• Implement consultant performance metrics, governance meetings, and KPIs for contractual HSE obligations.
• Escalate unresolved compliance issues, audit failures, and HSE non-conformances and ensure corrective actions are closed.
• Direct ecological mitigation plans and habitat protection protocols for sensitive desert wildlife and marine ecosystems.
• Oversee wildlife and environmental mortality investigations, causal analysis, immediate mitigation, and recurrence prevention.
• Monitor safety and environmental performance through audits, inspections, and compliance reviews.
• Implement EHS policies, tools, and management plans across site operations.
• Integrate EHS objectives with program schedules, risk management, and resource allocation.
• Develop environmental strategies, management systems, and KPIs for performance monitoring.
• Plan training and competency development programs and mentor EHS officers and site teams.
• Review regulations, safety standards, statutory requirements, contractor documentation, and audit findings.
• Coordinate EHS matters with corporate departments, clients, contractors, engineering, procurement, and contract management.

Required Qualifications

• Bachelor's or Master's degree in a closely related HSE discipline, or a NEBOSH Qualification or International Diploma in Occupational Health and Safety.
• At least 15 years of HSE experience in construction or mega-projects, including at least 5 years as a Senior HSE Manager with PMO-level experience.
• Experience managing, auditing, and enforcing HSE compliance across Tier-1 PMCs and international engineering consultants.
• Knowledge of KSA legislation, HSE standards, ecological risk management, environmental impact assessments, and wildlife mitigation.
• Ability to coordinate authoritatively with clients, corporate departments, contractors, and environmental consultants.
