Job Summary

The Senior HSE Manager is responsible for managing the day-to-day operations of the Project HSE Department at the construction site, ensuring the effective implementation of the Company Integrated Management System (IMS), Employer's HSE requirements, and applicable legal regulations. The role provides leadership and technical guidance to the Site HSE team, including HSE Officers and Environmental Officers, and ensures effective monitoring of Contractors' and Subcontractors' compliance with project HSE requirements. The Senior HSE Manager coordinates site inspections, audits, incident investigations, Permit-to-Work implementation, and high-risk activity monitoring, while supporting Project Management in maintaining a safe and environmentally responsible workplace throughout all phases of construction.

Job Responsibilities 1

  • Implement Company HSE policies, procedures, management system requirements, and Employer's HSE requirements throughout all construction activities.
  • Monitor and verify Contractors' and Subcontractors' compliance with Project HSE procedures, project specifications, permit-to-work requirements, and applicable legal and Employer requirements.
  • Conduct routine site inspections, audits, and safety observations to identify unsafe acts, unsafe conditions, and non-conformities, ensuring timely corrective actions are implemented.
  • Review Contractors' and Subcontractors' Method Statements, Risk Assessments (MSRA/JSA), lifting plans, and other HSE documentation to verify compliance prior to commencement of work.
  • Monitor high-risk construction activities including excavation, lifting operations, work at height, confined space entry, hot work, pressure testing, electrical works, and heavy equipment operations.
  • Ensure effective implementation and compliance with the Permit-to-Work (PTW) system throughout construction activities.
  • Lead or participate in incident, accident, and near-miss investigations, ensuring root causes are identified and corrective and preventive actions are effectively implemented.
  • Conduct site safety meetings, toolbox talks, HSE briefings, and induction sessions to reinforce safe work practices and Company HSE requirements.
  • Monitor environmental protection measures, waste management, pollution prevention, housekeeping, and compliance with environmental requirements at site.
  • Verify availability and proper use of personal protective equipment (PPE), emergency equipment, safety signage, barricading, and other site safety controls.
  • Maintain HSE inspection records, observations, statistics, and daily/weekly/monthly reports, providing accurate information to Project Management.
  • Coordinate with Construction, QA/QC, Engineering, and Contractor personnel to ensure HSE requirements are fully integrated into construction activities.
  • Support emergency preparedness activities, emergency drills, and verification of emergency response arrangements at site.
  • Promote a proactive safety culture by encouraging hazard identification, near-miss reporting, and workforce participation in HSE initiatives.
  • Report significant HSE concerns to Project Management and follow up until satisfactory resolution and close-out of corrective actions.
  • Exercise the authority to stop any work that presents an imminent danger to personnel, property, or the environment until adequate control measures have been implemented.
  • Lead, supervise, and coordinate the activities of Site HSE Officers, Environmental Officers, and other HSE personnel, ensuring effective implementation of Project HSE requirements across all construction activities.
  • Assign responsibilities, monitor performance, provide technical guidance, review inspection findings, and ensure timely implementation and close-out of corrective actions.

Job Knowledge & Skills

  • Comprehensive understanding of health, safety, and environmental regulations, standards, and best practices.
  • Strong leadership and strategic planning abilities to develop and implement effective HSE programs and initiatives.
  • Excellent communication and interpersonal skills to engage with stakeholders at all levels and effectively convey HSE information.
  • Analytical and problem-solving skills to assess risks, analyze data, and develop appropriate control measures.
  • Regulatory compliance expertise to ensure adherence to legal requirements and industry standards in HSE management.
  • ERP knowledge preferably SAP functional skills are a requirement to be successful in this role.

Job Experience

Minimum 8 years working experience, 5 years in a relevant supervisory position, 2 years GCC experience is a plus
