Senior HSE Manager

Lead and oversee all Health, Safety & Environmental (HSE) activities across the infrastructure project on behalf of the PMCM team.

Develop, implement, and continuously improve the project HSE Management Plan and associated procedures.

Ensure compliance with client HSE requirements, Saudi regulations, and international best practices.

Review, assess, and approve contractors' HSE plans, risk assessments, method statements, and emergency response procedures.

Monitor contractor HSE performance and ensure adherence to project safety standards and contractual obligations.

Conduct regular site inspections, audits, and management walkdowns to identify risks and verify compliance.

Lead investigations of incidents, accidents, near misses, and unsafe acts, ensuring root cause analysis and corrective actions are implemented.

Establish and monitor HSE key performance indicators (KPIs), targets, and reporting mechanisms.

Advise the Project Director and senior leadership team on HSE risks, trends, and mitigation strategies.

Ensure effective implementation of permit-to-work systems and control of high-risk activities.

Review construction methodologies and provide recommendations to eliminate or minimize health and safety risks.

Lead HSE meetings, workshops, toolbox talks, and safety leadership initiatives.

Promote a strong safety culture through workforce engagement, behavioural safety programs, and awareness campaigns.

Coordinate with client representatives, contractors, regulatory authorities, and other stakeholders on all HSE matters.

Manage and mentor HSE personnel, ensuring adequate resourcing, competency, and professional development.

Oversee environmental compliance, including waste management, pollution prevention, and sustainability requirements.

Ensure emergency preparedness plans are established, tested, and maintained throughout the project lifecycle.

Prepare and present periodic HSE reports, dashboards, and management presentations to the client and project lead
