Senior Handover & Commissioning Engineer

Job Description

Key Responsibilities

• Develop and implement project-wide handover and commissioning strategies, procedures, and checklists aligned with PMO standards.
• Oversee and validate testing and commissioning activities for functionality, integration, and compliance.
• Review as-built drawings, O&M manuals, training documentation, warranties, spare parts, reports, asset registers, and GIS submissions.
• Track Substantial Completion requirements including acceptance tests, closed snag lists, O&M manuals, road safety audits, and readiness evidence.
• Coordinate approvals, permits, and clearances with municipalities, utility providers, traffic control entities, and other authorities.
• Manage interfaces between power, ITS, drainage, traffic signals, utilities, and civil infrastructure.
• Review contractor method statements, testing and commissioning plans, ITPs, and close-out submissions.
• Monitor contractor and PMCM readiness, highlight risks, and enforce corrective actions.
• Support Defect Liability Period strategies and handover conditions.
• Advise PMO leadership on risks, partial completions, and operational readiness.
• Provide technical leadership on commissioning and handover across disciplines.

Required Skills

• Bachelor’s degree in Civil, Mechanical, Electrical, or related Engineering discipline.
• Membership of the Saudi Council of Engineers.
• Typically 10 or more years of experience with infrastructure projects and handover or commissioning phases in Saudi Arabia.

Desired Skills

• PMO or client-side experience on large-scale projects or megaprojects.
• Familiarity with Saudi regulations, authorities, and handover processes.
• Strong knowledge of multidisciplinary testing and commissioning.
• Experience in handover management, close-out documentation, and stakeholder coordination.
• Ability to manage interfaces between utilities, ITS, and civil infrastructure.
• Familiarity with GIS, asset management systems, and digital handover requirements.
• Excellent analytical, reporting, problem-solving, communication, and stakeholder management skills.
• Proficiency in Aconex, PMWeb, Unifier, or similar PMO and document control platforms.
• Ability to work under pressure and manage multiple program priorities.

Work Setting

• The role may involve site visits across Riyadh.
