Access Partnership seeks a Senior External Advisor with deep Middle East experience and ITU/WRC knowledge for a part-time advisory role. You will provide strategic regulatory advice on satellite and telecommunications policy, engaging with governments and regional bodies.

Responsibilities
- Provide strategic advice on regulatory and policy developments across the Middle East
- Support engagement with national stakeholders including ministries, regulators, spectrum authorities, space agencies
- Leverage existing relationships to facilitate dialogue among government, regulatory, and industry stakeholders
- Provide insights on regional dynamics across ASMG, Arab League, ITU R, and related bodies
- Support development and execution of advocacy and engagement strategies in regional and multilateral fora
- Actively support engagement in WRCs, ASMG meetings, ITU R working groups, and other processes
- Contribute to policy analysis, briefing materials, stakeholder mapping, and strategic recommendations
- Identify opportunities for capacity building, partnerships, and strategic engagement across the region
Requirements
- 10 15+ years of experience in telecommunications policy, spectrum management, satellite regulation, or related fields
- Strong understanding of the regulatory and policy landscape across the Middle East
- Strong knowledge of ITU processes, including WRCs, ITU R working groups, ASMG processes
- Experience working with or within government ministries, regulatory authorities, spectrum management agencies, or international/regional organisations
- Demonstrated experience engaging with ASMG, ITU R, WRCs, or related international processes
- Excellent written and verbal communication skills in English

Role Overview
- We are seeking a Senior External Advisor with deep regional experience across the Middle East and strong knowledge of ITU processes.
- This is a flexible, part time advisory role, suited to a senior professional with an established network across the Middle East.
What you'll do
- Provide strategic advice on regulatory and policy developments across Middle East.
- Support engagement with national stakeholders at all levels of seniority.
- Leverage existing relationships to facilitate dialogue and collaboration among stakeholders.
- Provide insights on regional dynamics across organisations such as ASMG, Arab League, ITU R.
- Support development and execution of advocacy and engagement strategies.
- Actively support engagement in relevant meetings including WRCs, ASMG meetings, ITU R working groups.

- Identify opportunities for capacity building, partnerships, and strategic engagement.
What you'll need
