Senior Engineering Manager

Job Description

Engineering Delivery

• Lead multidisciplinary engineering planning, coordination, review, assurance, governance, technical integration, and timely delivery across assigned packages.
• Establish delivery strategies, design-management plans, schedules, review workflows, approval matrices, traceability records, decision registers, and governance arrangements.
• Ensure deliverables meet scope, budgets, standards, specifications, Saudi regulations, authority requirements, and programme milestones.
• Lead technical reviews from concept and schematic design through detailed design, IFC, construction support, testing, commissioning, and handover.

Governance and Interfaces

• Lead stage-gate readiness, technical risk management, design verification, independent checking, peer review, compliance certification, and value-engineering assessments.
• Coordinate client, delivery partners, designers, contractors, supervision teams, authorities, utility providers, operations teams, and specialist stakeholders.
• Maintain interface registers, responsibility matrices, decision logs, action trackers, assumptions logs, change logs, and risk registers.
• Escalate significant non-compliance, safety concerns, programme constraints, unresolved interfaces, authority risks, and commercial exposure.

Project Delivery Support

• Support procurement with technical scopes, tender deliverables, clarification responses, evaluations, assessments, and recommendations.
• Coordinate RFIs, shop drawings, technical submittals, design clarifications, field changes, temporary works interfaces, and contractor proposals.
• Monitor design maturity, construction-ready information, approvals, procurement lead times, construction releases, testing, commissioning, and handover.
• Coordinate with construction, commercial, contracts, planning, project controls, quality, HSE, procurement, logistics, commissioning, and document control teams.

Digital Engineering and Reporting

• Lead BIM, digital engineering, Common Data Environment, model coordination, information-management, asset-information, and handover requirements.
• Ensure coordinated models, drawings, schedules, asset data, and technical documents support design, construction, commissioning, operations, and handover.
• Prepare reports, dashboards, risk summaries, stage-gate submissions, decision papers, executive presentations, progress updates, and exception reports.
• Track technical risk, design maturity, comment closure, RFI ageing, interfaces, authority status, decisions, changes, and recovery actions.

Leadership and Compliance

• Lead, mentor, and develop engineering managers, discipline engineers, design and interface managers, technical coordinators, and support staff.
• Ensure resources support project priorities, critical interfaces, construction activities, technical decisions, recruitment, onboarding, succession, and capability development.
• Promote technical excellence, accountability, collaboration, early risk identification, continuous improvement, ethics, and compliance.
• Ensure compliance with health, safety, environmental, quality, sustainability, audit, and technical assurance requirements, including Stop Work authority for unsafe conditions.

Required Skills

• Bachelor's degree in Civil, Structural, Mechanical, Electrical, Architectural Engineering, or a related engineering discipline.
• Minimum 15 years of progressive experience, including at least 7 years in senior management or leadership.
• Experience delivering major infrastructure, mixed-use, entertainment, hospitality, residential, commercial, transport, utilities, or master-planned programmes.
• Experience in client-side, Delivery Partner, PMC, consultant, contractor, Engineer's Representative, or design-and-build environments.
• Strong knowledge of multidisciplinary engineering, construction methodologies, utilities, technical assurance, authority approvals, commissioning, and handover.
• Strong knowledge of BIM, digital engineering, Common Data Environments, model coordination, information management, and asset-information handover.
• Excellent communication, reporting, presentation, negotiation, stakeholder-management, and team-leadership skills.

Preferred Qualifications and Platforms

• A master's degree in Engineering, Project Management, Construction Management, or Business Administration is preferred.
• Professional engineering registration, chartership, or equivalent professional membership is preferred.
• Working knowledge of Autodesk Construction Cloud, BIM 360, Navisworks, Revit, Primavera P6, Aconex, SharePoint, or equivalent platforms is preferred.
