Role Overview

Parsons is seeking a Senior Engineering Manager for its Delivery Partner team supporting the client.

The role provides senior technical leadership, engineering assurance, multidisciplinary design and construction integration, stakeholder coordination and delivery oversight.

The position operates within the Delivery Partner governance framework and agreed delegated authority.

Engineering Delivery

  • Lead planning, coordination, review, assurance and delivery of multidisciplinary engineering and design activities across assigned packages.
  • Establish engineering delivery strategies, design-management plans, deliverable schedules, review workflows, approval matrices and decision registers.
  • Coordinate technical inputs across civil, structural, architectural, MEP, utilities, roads, drainage, ICT/ELV, security, landscape, logistics and mobility disciplines.
  • Ensure deliverables comply with approved scope, Employer’s Requirements, budgets, standards, Saudi regulations, authority requirements and programme milestones.
  • Lead technical reviews from concept and schematic design through detailed design, IFC, construction support, testing, commissioning and handover.
  • Drive closure of comments, RFIs, technical queries, non-conformances, design changes and interface actions.

Technical Assurance

  • Review submissions for compliance, completeness, coordination, constructability, maintainability, operational suitability, resilience, accessibility and handover readiness.
  • Challenge incomplete, uncoordinated, non-compliant or impractical proposals that could create safety, cost, programme, authority or operational risk.
  • Plan and implement design verification, independent checking, peer and specialist review, compliance certification and design-risk management.
  • Lead value-engineering assessments that improve whole-life value without compromising required outcomes.

Governance and Stage Gates

  • Lead programme-level engineering governance across the assigned multi-package portfolio.
  • Maintain governance calendars, deliverable schedules, review workflows, approval matrices, decision registers and requirements-traceability records.
  • Establish technical governance and escalation forums across the client, Parsons, delivery partners, designers and contractors.
  • Assure readiness for programme stage gates, including deliverables, approvals, design maturity, interfaces, risks, decisions and authority requirements.
  • Lead stage-gate readiness reviews and recommend progression, conditional progression, hold or escalation under delegated authority.
  • Maintain stage-gate compliance and action tracking and identify packages at risk.
