Job Summary

Job Title - Construction Supervision

• Five main Logistic Park site needing 5 dedicated Senior Site engineers to oversee all construction from Earth works, to Civil to Structural erection to sheeting the building to managing all MEP service interfaces into the Site and into each of the dedicated buildings, namely

1. Plot 1 Shing –Young

2. Plot 2 Benteler

3. Plot 3 JVIS

4. Plot 4 Fangxin

5. Plot 5 Lear

The main purpose is to ensure CEER has oversight aligning to the PMC/PAC and the main contractor MBL

Coordination of HSE, daily progress in the 2-week, 4 week and 12-week lookahead works where applicable, Logistics, general coordination.

Represent CEER as the Client on all construction activities.

• Monitor PMC and Main Contractor performance.

• Ensure works are executed safely, efficiently and in accordance with approved design.

• Coordinate construction interfaces between multiple contractors and stakeholders.

• Identify risks early and facilitate timely resolution.

• Verify construction progress against project schedule.

• Ensure quality assurance and inspection requirements are achieved.

• Support successful handover of completed works.

Job Title - IT Manager

• Integrated Connectivity: Managing the "Physical-to-Digital" handshake—ensuring that Mechanical, Electrical, and Plumbing systems (MEP) are perfectly synced with the IT/Telecom backbone and Building Management Systems (BMS).

• Utility Infrastructure Governance: Leading the technical tie-ins for the "last mile" of external utilities (High-Voltage Power, Industrial Water, and Fiber) from the site boundary into the building infrastructure.

• Operational Resilience: Governing the Testing & Commissioning (T&C) phase to ensure that power and cooling systems are robust enough to support sensitive automotive robotics and IT servers without failure.

• Smart Factory Standards: Ensuring all systems comply with the Saudi Building Code (SBC) and CEER’s "Smart Factory" requirements for energy efficiency (LEED/Mostadam) and high-speed data connectivity.

• Clash & Interface Management: Resolving technical conflicts between complex MEP routing, structural steel, and the automotive process equipment before they impact the construction schedule.

Job Requirements

Education • Bachelor's degree in engineering: A degree in Electrical Engineering or Mechanical Engineering is mandatory.

• Specialized IT Foundation: A secondary qualification or significant coursework in Information Technology, Computer Science, or Telecommunications is expected to manage the "Smart building" and IT infrastructure components

• MBA is preferred to handle the commercial aspects of utility contracts and multi-site resource management.

• SCE approved

• PMP

• NFPA

Experience 15+ years of experience in complex industrial or high-tech facilities

Job Title - Quality Manager

Key Functional Responsibilities

Education • Bachelor’s degree in civil engineering, Mechanical Engineering, or a related field (mandatory).

• Professional certification in Quality Management (ISO 9001 Lead Auditor, CQE, or equivalent) is highly desirable.

• Membership of a recognised professional body (e.g., ASQ, CIOB, or equivalent) is an advantage.

Experience • Minimum 12–15 years of experience in quality management within the construction industry.

• Significant experience on large-scale industrial, manufacturing facility, or infrastructure projects in the GCC region.

• Proven track record managing QMS on projects with multiple contractors and subcontractors.

• Experience with Saudi Building Code, SASO standards, and international standards (ISO 9001, ASTM, BS).

• GCC/KSA project experience is essential; KAEC project experience is an advantage.
