About the Role
TPM Williams is seeking a Senior Commercial Manager (Pre-Contract) to lead cost management for a major KSA Giga program. The role involves strategic cost planning, tendering, client advisory, and mentoring a team of quantity surveyors.

Responsibilities
- Develop, refine, and manage high level project budgets, benchmark metrics, cost plans, and cash flow forecasts from conceptual stages through detailed design and tender
- Oversee preparation of accurate Bills of Quantities (BOQ) and Pricing Pre Tender Estimates (PTE) using standard measurement principles
- Lead internal value engineering and project optimization exercises to ensure cost certainty
- Establish advanced cost escalation and indexation formulas within pre contract budgets
- Establish and manage cost/commercial risk registers during design phases
- Provide commercial responses to tender queries relating to the BoQ
- Provide expert level direct commercial/cost advice to clients and program directors
- Serve as chief presenter to client for high value cost plans, area statements, VE alternatives, cost risks, PTE's, and BoQ's
- Mentor, lead, and direct a high performance multidisciplinary team of Quantity Surveyors and Estimators
- Manage regional resource allocation and coordinate workforce capacity
Requirements
- Bachelor's degree in Quantity Surveying, Commercial Management, Civil Engineering, or related construction discipline
- Professional Chartership (e.g., MRICS) highly preferred
- Minimum 12 to 15 years of progressive commercial/cost management experience in construction, infrastructure, or project consultancy
- Minimum 3 to 5 years of active GCC experience, preferably KSA giga project landscape
- Proven mastery of cost forecasting, price benchmarking, design package control, and risk allocation models
- Comprehensive command of measurement protocols (POMI and NRM) and estimation tools (CostX, Candy, MS Excel)
- Outstanding command of technical English (written and verbal)

Position Purpose
- The Senior Commercial Manager (Pre Contract) holds a pivotal leadership role within the cost management team, supporting a major KSA Giga program client, focusing on up front capital cost planning, design stage cost plans, BoQ's, and tendering support.
