SENIOR ACCOUNTANT August 17, 2010

Position Description Exempt

OVERALL OBJECTIVE OF JOB

Professional position that works with a high degree of independence to perform advanced accounting and fiscal functions for and within the Fiscal Department, supporting general county operations, and providing fiscal management and oversight for special grant programs for Franklin County, in addition to supporting a variety of assigned departments or areas. Responsibilities include direct contact with various County Department Directors, Division and Program Managers and other staff regarding monthly reports, revenue and expenditure accounts, the automated purchasing and financial reporting system and budget compliance. In addition, incumbent will assure compliance of county grants with federal, state, local and county policies, procedures and general accounting methods; maintain county financial records; and provide management analytical data and process to guide program.

ESSENTIAL FUNCTIONS OF JOB

1. Performs technical and administrative accounting work necessary in maintaining the fiscal records and systems of the County in accordance with generally accepted accounting principles and applicable federal and state governmental accounting standards.

2. May review vendor invoices and billings for contract compliance and assist with resolving discrepancies.

3. Monitors, reconciles and analyzes expenditures, revenues, and budgeting information and makes fiscal recommendations.

4. Establishes and maintains statistical data, files, and records as needed.

5. Creates spreadsheets and prepares required reports and financial data.

6. Calculates and prepares invoices for various departments’ billings.

7. Prepares audit schedules for external auditors and may act as a liaison between County departments and auditors.

8. Analyzes, addresses, and completes a wide variety of technical accounting transactions and processes.

9. Prepares or reviews reconciliations of several complex and non-complex monthly bank account statements.

10. Assists in developing and documenting accounting policies and procedures.

11. Using excellent customer service skills establishes and maintains effective working relationships with other employees, officials, and members of the general public.

12. Provides assistance to department directors in reviewing various department records to verify accuracy, compliance of operations with prescribed plans, policies, and procedures, and accurate accountability for physical and financial assets.

13. Acts as a liaison between the fiscal department and assigned departments, operations or offices.

14. Assists department directors in setting financial objectives for their departments, operations or offices for use in preparing annual budget requests.

15. Assists in preparing financial reports, and verifies accuracy and completeness of financial documents as required for compliance with federal, state, and local regulations as well as with policies, procedures, and accounting practices.

16. May also be assigned duties related to grants management, which may include:

a. Provides fiscal management for all Pennsylvania Commission on Crime and Delinquency (PCCD) and/or Pennsylvania Emergency Management Agency and/or other special non-categorical grants.

b. Acts as liaison between relevant grantor agencies and program manager to maximize efficiency of grant awards.

c. Develops budget in concert with proposed programmatic functions in accordance with existing or special grant program guidelines.

d. Monitors grant revenues and expenditures, ensuring data is properly recorded in the County’s financial accounting system.

e. Compiles reports on project or grant budgets, costs, and other related finances.

f. Prepares required sub-recipient fiscal reports on behalf of program.

g. Performs fiscal monitoring of awards to determine if program modifications (PMR) are required and if so, completes applicable PMR in collaboration with Director of Grants Management, Fiscal Director and program staff.

h. Regularly reviews fiscal and program status with Director of Grants Management or applicable program managers and offers necessary recommendations for PMRs.

i. Works closely with Director of Grants Management and contracted providers in monitoring and evaluating programs.

j. Reports to Fiscal Director on a monthly basis as to operational status of all related active grants, those processed for continuance, etc.

k. Recommends, through independent assessment, feasibility of grant continuance from a fiscal perspective. If appropriate, prepares continuation awards in conjunction with grant guidelines.

l. Prepares budget requests and/or adjustments, in conjunction with County budget, as to County investment required.

m. Assists Fiscal Director in supporting Criminal Justice Advisory Board (CJAB) activities, including attending meetings or serving as fiscal representative for committees, sub-committees or workgroups as needed.

n. Prepares all financial reports necessary for audit compliance for these grant programs.

o. Assists Fiscal Director and/or Director of Grants Management in setting financial grants objectives for the County.

OTHER DUTIES OF JOB

  • 1. May serve on various employee committees, as required and assigned.
  • 2. Assists the Fiscal Director and other Fiscal staff as workload demands.
  • 3. Performs other duties of a similar nature or level.
  • 4. Attends meetings, trainings, and in-services as needed.

SUPERVISION RECEIVED

Receives occasional instruction and some supervision from supervisor with regard to daily work duties.

SUPERVISION GIVEN

None, except as delegated by Supervisor.

WORKING CONDITIONS

1. Works with average indoor exposure to noise, stress, and disruptions.

2. Works with normal exposure to dust, dirt, pollen, and mold.

3. Travels periodically to trainings and job-related meetings.

4. Able to work extended hours as necessary.

PHYSICAL AND MENTAL REQUIREMENTS

  • 1. Must be able to sit for long periods throughout the workday, with intermittent intervals of standing, walking, bending, twisting, reaching and driving as necessary to carry out essential duties of the position.
  • 2. Dexterity requirements range from simple to coordinated movements of fingers and hands, feet and legs and torso as necessary to carry out the duties of the position.
  • 3. Sedentary work, with occasional lifting and carrying of objects with a maximum weight up to twenty pounds.
  • 4. Must be able to cope with the physical and mental stress of the position.
  • 5. Must be able to pay close attention to details of work requirements, despite interruptions.
  • 6. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and depth perception, the ability to adjust focus.
  • 7. Hearing and speech to communicate in person and over the telephone.

2. Budgets, spreadsheets and interpreting audits.

3. Governmental accounting.

4. Federal, state, and county laws, policies and procedures in regard to accounting practices and methods.

5. Governmental Best Financial Practices, general accounting methods, policies, and procedures, and the ability to prepare required financial reports and statements.

6. Intermediate to advanced math and accounting.

7. County’s policies and procedures.

8. Standard office practices and procedures.

9. Techniques for dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone.

10. Maintaining accurate financial records and preparing clear and accurate reports for informational, auditing and operational use.

11. Preparing financial and/or auditor statements, schedules and reports.

Skill in:

1. Computer applications related to the work, especially Microsoft Office products, including Excel and Word.

2. Internal and external customer service through strong verbal and written communication skills, and ability to speak and understand the English language in an understandable manner in order to carry out essential job duties.
