The Risk Manager is responsible for establishing, managing, and continuously improving the risk management function across development and delivery activities.
The role ensures that risks affecting the achievement of BDC’s strategic, programme, project, commercial, financial, operational, and delivery objectives are proactively identified, assessed, owned, treated, monitored, and escalated.
The Risk Manager will work closely with management, EGIS, project teams, consultants, contractors, procurement, commercial, finance, design, development, and other relevant stakeholders to ensure that risk management is embedded into day-to-day decision-making and project delivery.
The role requires a proactive and hands-on approach.
The Risk Manager is expected to take ownership of the risk management process, actively engage with risk owners, drive mitigation actions, challenge inadequate or delayed responses, identify emerging risks, and ensure that significant risks are escalated to the appropriate level of management.
The position is not limited to maintaining risk registers or producing periodic reports.
The Risk Manager is accountable for ensuring that identified risks are actively managed and has clear visibility of its risk exposure and the actions required to protect its objectives.
The Risk Manager will operate within a multi-stakeholder development environment where BDC acts as the client/developer and EGIS provides PMC support.
The role will therefore require coordination across multiple projects, workstreams, consultants, contractors, and BDC departments.
The Risk Manager shall ensure that risk management is consistently applied across the project and programme lifecycle, from planning and procurement through design, approvals, construction, delivery, and close-out.
The role shall also ensure that risk information is connected to other project management and control functions, including cost, schedule, procurement, contracts, design, change, quality, and project performance, allowing management to understand the potential impact of risks on delivery objectives.
Integration with Project Controls and Decision-Making
The Risk Manager must demonstrate ownership rather than administration.
The successful candidate is expected to identify risks, establish accountability, agree practical mitigation, actively follow up, challenge delays or ineffective actions, assess changing exposure, and escalate when necessary.
The role holder must be comfortable engaging directly with people to obtain information and drive actions to completion.
Maintaining a risk register or issuing a monthly risk report alone will not be considered effective risk management.
