About the Role
ATI Consultants is seeking a Resident Engineer to lead site supervision for building construction projects in Dubai. The role involves managing construction activities, liaising with authorities, and ensuring compliance with contract documents and safety regulations.

Responsibilities
- Lead the consultant’s site supervision team and act as the Engineer’s representative on site
- Oversee and manage construction activities, ensuring adherence to contract documents, approved drawings, specifications, codes, and safety regulations
- Supervise enabling works package (shoring, piling, dewatering, excavation) and main building works through to handover
- Conduct regular site inspections, respond to inspection requests within contractual timeframes
- Review and recommend approval of contractor’s shop drawings, material submittals, method statements, and technical data sheets
- Chair progress, coordination, and technical meetings; review contractor’s programme, progress reports, and recovery plans
- Assess contractor’s interim payment applications and valuations, evaluate variations and extension of time claims
- Liaise with Dubai Municipality, Dubai Civil Defence, DEWA, and other authorities for inspections, NOCs, and approvals
- Identify potential risks and implement preventive measures to minimize project delays, cost overruns, and safety hazards
- Maintain accurate project documentation, including progress reports, site diaries, change orders, and quality control records
Requirements
- Bachelor's degree in Civil Engineering; Post Graduate degree preferred
- 12+ years of experience in building construction, including prior Resident Engineer or senior supervision role
- Minimum 6 years of relevant consultancy experience in the UAE
- Registered with Dubai Municipality and hold valid SOE membership card
- Expert knowledge of Dubai Building Code, DM/DCD/DEWA inspections and approval procedures
- Proven hands on experience in enabling and substructure works and reinforced concrete construction
- Proven knowledge of FIDIC based contract administration
- Proficient in Microsoft Office Suite and AutoCAD
- Excellent leadership, project management, and organizational skills
- Fluent oral and written English; Arabic is an advantage

The Role
- As a Resident Engineer, you will lead the site supervision team, liaising with the client, design team, contractor, and local authorities to ensure safe, timely, and well resourced completion of various projects.
Key Responsibilities
- Lead the consultant’s site supervision team and act as the Engineer’s representative on site.
- Oversee and manage construction activities, ensuring adherence to the contract documents, approved drawings, project specifications, codes and safety regulations.
- Supervise the enabling works package (shoring, piling, dewatering and excavation) and subsequently the main building works through to testing, commissioning and handover.
- Conduct regular site inspections to monitor progress, identify potential issues and ensure compliance with engineering and design requirements; respond to inspection requests (WIRs/MIRs) within the contractual timeframes.
- Inspect formwork, reinforcement and other works prior to concrete pours and approve or reject the related inspection requests.
- Review and recommend approval of contractor’s shop drawings, material submittals, method statements and technical data sheets.
- Chair progress, coordination and technical meetings; review the contractor’s programme, progress reports and recovery plans.
- Assess the contractor’s interim payment applications and valuations, and evaluate variations and extension of time claims, making recommendations to the client.
- Liaise with Dubai Municipality, Dubai Civil Defence, DEWA and other relevant authorities for inspections, NOCs and approvals.
- Identify potential risks and implement preventive measures to minimise project delays, cost overruns and safety hazards.
- Maintain accurate project documentation, including progress reports, site diaries, change orders and quality control records.
- Attend field and factory testing of materials.
Qualifications and Skills
- Bachelor and preferably a Post Graduate Degree in Civil Engineering.
- 12+ Years’ experience in building construction, including prior experience as a Resident Engineer or in a senior supervision role.
- Minimum 6 years of relevant consultancy experience in the UAE.
- Registered with the Dubai Municipality and must hold a valid Society of Engineers (SOE) membership card.
- Expert knowledge of the Dubai Building Code, DM/DCD/DEWA inspections, and approval procedures, as well as NOC processes.
- Proven hands on experience in enabling and substructure works (shoring, piling, dewatering) and reinforced concrete construction.
- Demonstrated proficiency in managing and supervising construction projects.
- Proven knowledge of FIDIC based contract administration, including valuation, variations, and claims.
- Proficient in Microsoft Office Suite and AutoCAD; experience with document control systems (e.g., Aconex) is an advantage.
- Excellent leadership, project management, and organisational skills, with the ability to coordinate multiple stakeholders.
- Active and professional engagement with client and the stakeholders through fluent oral and written English. Proficiency in Arabic is an advantage.
