RESPONSIBILITIES
- Collaborate with stakeholders, project managers, and technical staff to identify business requirements, create user stories with acceptance criteria, design and estimate timelines and costs, and facilitate reports
- Evaluate stakeholder requirements using data analytics to assess processes, determine requirements, and deliver data-driven recommendations.
- Take initiative in recommending application enhancements and improvements.
- Participate in the quality assurance process to ensure features and functions have been enabled and optimized to meet stakeholder requirements.
- Coordinate user acceptance testing activities.
- Ensuring that every phase and feature of the technical solution is tested and that any potential issue is identified and fixed before the product goes live
- Develop and utilize standardized templates to accurately and concisely write requirements specifications.
- As required, support the Agile process and sprint ceremonies such as stand-ups, sprint planning, demos, and retrospectives.
- Works with the Delivery/Program Manager to coordinate the project schedule, staffing requirements, and project status
- Maintain compliance with federal acquisition regulations (FAR), cybersecurity standards (e.g., FISMA, FedRAMP), and other applicable mandates.
- Ensure accurate and complete deliverables and quality product
- Participate in the development of presentations
- Work with Technical Leads to achieve client objectives by contributing information and recommendations to strategic plans and reviews, preparing and completing action plans, implementing quality standards, and removing barriers on critical paths
- Coordinate work with Delivery Manager to ensure business requirements are clear and complete before development begins
- Coordinate the implementation of Agile/Scrum methodologies
REQUIRED SKILLS
- At least seven (7) years of federal government contracting experience, with a minimum of one (1) year experience serving as a Scrum Master on technical IT projects
- At least four (4) years experience working as a Business Analyst performing requirements gathering and acting as a liaison between stakeholders and technical team members
- Demonstrated experience leading requirements gathering sessions, analyzing business flows, and documenting user needs
- Experience working with and building rapport with program & project team members, stakeholders, and high level government executives
- Experience working with collaboration tools designed primarily for software development tools (e.g. Atlassian Confluence and Jira, etc.) to manage day to day activities of a development project team
- Strong written and verbal communication skills that translate well into requirements baselines that both technical experts and business owners can understand
- Proven ability to provide detailed, comprehensive, testable and traceable process components in a number of formats including, but not limited to Business Requirements, Functional Requirements, Data Requirements, Requirements Traceability Matrix (RTM), System Software Specifications, Personas, User Stories, Use Cases, etc.
- Demonstrated ability to develop a deep understanding of project needs through project management and business analysis techniques
- Understand Agile software development methodologies, values, and procedures
- Independent problem-solving skills, strong analytical abilities, creativity and a "helping others helps us all" personality
- Excellent time management and ability to juggle multiple tasks under strict deadlines
- Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems
- Ability to talk to clients about technology with the understanding that clients are not themselves technologists, with the political savvy to know how to phrase issues to reassure rather than overwhelm clients
- Agile certification (CSM, PSM, etc)
PREFERRED SKILLS
- Experience with LLM and Generative Artificial Intelligence (AI)
- Familiarity with the Federal grants lifecycle
- Project Management Professional (PMP) Certification
- Experience developing, monitoring, and reporting on project schedule
EDUCATION
Bachelor's degree in Information Systems, Computer Engineering, Computer Science or a related discipline.or equivalent professional experience

Salary: $160,000-$185,000 commensurate with experience as judged through the interview process.
