For our office in Dubai, we are looking for
Requirements Manager
- 100% (m/f) with experience in Rail and major infrastructure projects.
- The Ideal Candidate will have proven experience in managing the full requirements management process for large-scale Rail, Metro, High-Speed Rail or infrastructure projects, including the capture, allocation, verification, validation, traceability, compliance monitoring and closure of contractual, technical, operational, safety and stakeholder requirements.
Responsibilities
- Lead the development, implementation and maintenance of the Requirements Management Plan.
- Establish and manage the requirements management process across the project lifecycle, from contract review and design development through construction, testing, commissioning, handover and acceptance.
- Manage the requirements database and ensure full traceability between employer requirements, technical specifications, design deliverables, verification evidence and final acceptance records.
- Coordinate with engineering, systems, RAMS, safety, quality, interface, testing and commissioning, O&M and stakeholder teams to ensure requirements are correctly understood, allocated and closed.
- Monitor compliance with contractual, technical, regulatory, safety and customer requirements.
- Review and assess requirement gaps, conflicts, deviations, dependencies and non-compliances, and coordinate appropriate resolution with the relevant project teams.
- Support verification and validation activities, including review of evidence, closure records, test documentation, design submissions and compliance matrices.
- Support change management, configuration management, interface management and design baseline control processes.
- Assess the impact of design changes, change notices and deviations on project requirements and overall compliance status.
- Coordinate with clients, consultants, contractors, designers and consortium partners on requirements management matters.
- Support systems assurance and RAMS activities, including safety-tagged requirements, hazard log linkages, V&V evidence, ISA comments and safety case evidence, where applicable.
- Prepare requirements compliance reports, dashboards, KPIs, progress updates, open action trackers and risk summaries for project leadership and client reporting.
- Chair or support requirements review meetings, compliance workshops, design reviews, interface meetings and client progress meetings.
- Provide guidance to Requirement Engineers and project teams on requirements management procedures, tools, evidence requirements and closure processes.
- Promote a structured, disciplined and auditable approach to requirements management across the project.
Requirements
- Bachelor’s degree in Engineering, Systems Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering or a related technical discipline.
- Minimum 10 years of experience in Rail, Metro, High-Speed Rail, transportation or major infrastructure projects.
- Minimum 5 years of hands-on experience in requirements management on major infrastructure or rail-related projects.
- Previous experience as Requirements Manager, Senior Requirements Engineer, Systems Engineering Manager, Interface Manager, Configuration Manager, Systems Assurance Manager or RAMS Manager is preferred.
- Strong knowledge of requirement capture, classification, allocation, traceability, verification, validation, evidence management, compliance reporting and closure.
- Hands-on experience with requirements management tools such as IBM DOORS, DOORS NG, ComplyPro, Polarion, Visure, JAMA or similar platforms.
- Good understanding of systems engineering principles, the V-model lifecycle, configuration control and technical change management.
- Knowledge of systems assurance, RAMS, safety requirements, hazard management, safety case evidence and ISA review processes is an advantage.
- Familiarity with standards such as EN 50126, EN 50128, EN 50129, IEC 61508 and ISO/IEC/IEEE 15288 is an advantage.
- Ability to review and interpret contracts, employer requirements, specifications, design documents, interface documents, test procedures and acceptance evidence.
- Strong communication, coordination, reporting, stakeholder management and problem-solving skills.
- Advanced Microsoft Office skills, particularly Excel and PowerPoint.
- Experience with KPI dashboards, Power BI, DXL, Python or database exports is an advantage.
- Middle East experience, particularly UAE or KSA Rail, Metro or major infrastructure projects, is an advantage.
