About the Role
CNQC Middle East Contracting LLC is hiring a Quantity Surveyor Civil to manage subcontractor payments, perform quantity take-offs, and control project budgets. The role requires expertise in drawing interpretation, cost monitoring, and final account management.

Responsibilities
- Review, evaluate, and verify monthly interim payment applications submitted by subcontractors
- Conduct physical on site measurements and assessments to verify claimed progress
- Prepare and issue Interim Payment Certificates (IPCs) ensuring contractual deductions are applied
- Assess, negotiate, and resolve subcontractor variation claims and change orders
- Prepare accurate Bills of Quantities (BoQ) and take off quantities from construction drawings
- Identify discrepancies between drawing revisions, site conditions, and contract documents
- Monitor project expenditures against approved budget to ensure cost control
- Assist in preparing monthly cash flow forecasts and cost to complete reports
- Identify opportunities for cost savings and value engineering
- Manage, negotiate, and finalize subcontractor final accounts upon practical completion
Requirements
- Experience in civil quantity surveying
- Proficiency in drawing interpretation (architectural, structural, MEP)
- Experience with quantity take off software (CostX, PlanSwift, or Bluebeam)
- Knowledge of subcontractor payment processes and variation claims
- Strong cost monitoring and budget control skills

Subcontractor Management & Payment Verification
- Review, evaluate, and verify monthly interim payment applications submitted by subcontractors.
- Conduct physical on site measurements and assessments to verify that the claimed progress matches actual work completed.
- Prepare and issue Interim Payment Certificates (IPCs) ensuring all contractual deductions (retention, advance payment recovery, etc.) are correctly applied.
- Assess, negotiate, and resolve subcontractor variation claims and change orders.
Drawing Interpretation & Quantity Take Off
- Demonstrate a thorough understanding of architectural, structural, and MEP drawings.
- Prepare accurate Bills of Quantities (BoQ) and take off quantities from construction drawings using industry standard software (e.g., CostX, PlanSwift, or Bluebeam).
- Identify and highlight discrepancies between drawing revisions, site conditions, and contract documents to mitigate financial risk.
Budget Control & Financial Reporting
- Monitor project expenditures against the approved budget to ensure cost control.
- Assist in preparing monthly cash flow forecasts and cost to complete reports.
- Identify opportunities for cost savings and value engineering without compromising project quality or safety.
- Manage, negotiate, and finalize subcontractor final accounts upon practical completion of their scope.
