Role Details

  • Location: Dubai South, United Arab Emirates (on-site).
  • Reporting: Reports to the Director, Quality, Health, Safety & Environment (QHSE).
  • Role Scope: Execute and maintain a defense-prime-grade Quality Management System (QMS) that assures product and process quality, sustaining UAE regulator confidence and enabling FAA-aligned Type Certification for the VTOL programme.

Position Summary

Reporting to the Director of QHSE, the Quality Manager is authorised to develop, modify, and monitor the policies, procedures, and instructions for all airworthiness processes required to ensure the organisation's aircraft and appliances are acquired and maintained in an airworthy condition.

This includes independent authority to make key determinations, including safety-risk-acceptance and stop-work/HOLD decisions relating to Quality Control and evidence integrity.

The Quality Manager is a key safety position, ensuring all personnel, processes, and procedures promote safety and regulatory compliance through the maintenance of the Single Source of Truth (SSOT) within the EDMS.

Serving as a delegated liaison to regulatory bodies, this role supports the Director in maintaining FAA and GCAA relationships.

As a change agent, the Quality Manager injects modern, innovative tools into operations to enable rapid scale while enforcing rigid configuration discipline over engineering and production outputs.

1. Regulatory Compliance & Technical Oversight

  • Airworthiness Accountability: Responsible to the FAA and the organisation for the airworthiness of aircraft and the documentation of maintenance/inspections.
  • Delegated Regulatory Liaison: Serve as a delegated liaison to the FAA Principal Maintenance Inspector (PMI) and other aviation agencies as directed by the Director of QHSE.
  • Standards Development: Develop and recommend quality control policies, staying abreast of industry developments and manufacturer recommendations.
  • Legal Compliance: Ensure all operations meet applicable legal requirements and maintain a safe operational environment.

2. Technical Records & Evidence Integrity

  • Record Integrity: Guarantee the absolute integrity of all technical records for the aircraft fleet.
  • Log & Release Review: Review maintenance logs and airworthiness releases to ensure completion per the Standard Operating Procedures (SOP).
  • Engineering Red Line Procedures: Oversee the "red line" procedure for engineering drawings, ensuring all unauthorised or interim changes are captured, assessed, and formally approved.
  • Control Plan Execution: Develop and maintain Quality Control Plans that define specific inspection points and acceptance criteria for prototype and production builds.
  • Squawk Monitoring: Monitor log sheet squawks to ensure proper troubleshooting and prevent repeat write-ups.

3. Operational Quality & Maintenance Governance

  • Inspection Oversight: Direct and plan inspection standards, ensuring all work is properly performed and recorded on approved forms.
  • Operational Leadership: Provide active leadership in resolving quality-related issues and assist personnel in solving technical maintenance problems.

4. Strategic Performance & Change Management

  • Continuous Improvement: Serve as the catalyst for introducing efficient thinking, practices, and technology into maintenance operations.
  • Financial Control: Prepare Quality budgets, meet financial targets, and ensure the economical use of staff and materials.
  • Liaison & Coordination: Coordinate with operational departments to schedule maintenance and personnel to ensure flight schedule efficiency.

5. Training, Supply Chain & Workforce Leadership

  • Personnel Qualification: Ensure maintenance personnel are properly trained, qualified, and authorised before performing service.
  • Supply Chain Quality: Maintain and update the Outsource Provider Listing.
  • Full-Cycle Supervision: Oversee recruitment, training, and performance reviews for the Quality team.

Required Qualifications & Skills

  • Technical Certification: Certified mechanic (either FAA Part 65 or EASA Part 66) with more than 10 years' experience as a mechanic.
  • Education: High School Diploma mandatory; Bachelor's degree in Aviation or Quality Discipline preferred. Equivalent professional experience in a regulated aviation environment is also acceptable.
  • Leadership Experience: >5 years in a supervisory capacity.
  • Soft Skills: Proven ability as a change agent to overcome inertia; strong negotiation skills for "win-win" solutions; and high-stress composure.

Delegated Authority

  • Stop-Work Authority: Authorised to impose a temporary stop-work, stop-test, or stop-ship HOLD where immediate safety, quality, or evidence-integrity risk exists.
  • Safety Risk Acceptance: Authorised to make key decisions/determinations, including safety-risk-acceptance decisions relating to Quality Control.
