About the Role
Hydrotech Line Contracting seeks a QHSE Engineer to develop and maintain the Integrated Management System (ISO 9001, 14001, 45001) and lead HSE documentation for projects. Requires 5+ years QHSE experience, NEBOSH preferred, and expertise in UAE regulations.

Responsibilities
- Develop, implement, maintain, and continually improve the Company's Integrated Management System (IMS) in accordance with ISO 9001, ISO 14001, ISO 45001, and applicable UAE legal and client requirements.
- Lead the preparation and review of project specific HSE documentation, including HSE Plans, Environmental Management Plans, Risk Assessments, etc.
- Provide full QHSE support during tendering activities by preparing technical HSE submissions, compliance matrices, etc.
- Prepare, maintain, and update client prequalification documentation, ensuring compliance with TAQA, ADNOC, Aldar, etc.
- Conduct regular site inspections, audits, compliance assessments, incident investigations, and management system evaluations.
- Monitor project and corporate QHSE performance through KPIs, statistical reports, dashboards, trend analyses, and management reports.
- Coordinate and deliver HSE inductions, training programs, toolbox talks, awareness campaigns, emergency drills, and competency development.
- Liaise effectively with clients, consultants, regulatory authorities, subcontractors, and project teams to ensure compliance.
- Support Quality Assurance and Quality Control activities by participating in internal audits, monitoring NCRs, corrective action plans, etc.
- Provide technical leadership and professional guidance to project teams by promoting a proactive safety culture.

Key Responsibilities
- Develop, implement, maintain, and continually improve the Company's Integrated Management System (IMS) in accordance with ISO 9001, ISO 14001, ISO 45001, and applicable UAE legal and client requirements.
- Lead the preparation and review of project specific HSE documentation, including HSE Plans, Environmental Management Plans, Occupational Safety and Health Plans, Method Statements, Risk Assessments, Job Safety Analyses (JSA), Emergency Response Plans, Permit to Work procedures, Waste Management Plan
- Provide full QHSE support during tendering activities by preparing technical HSE submissions, compliance matrices, HSE execution strategies, manpower and resource plans, HSE cost estimates, and other documentation required for successful bid submissions.
- Prepare, maintain, and update client prequalification documentation, ensuring compliance with the requirements of TAQA, ADNOC, Aldar, government entities, and other clients.
- Conduct regular site inspections, audits, compliance assessments, incident investigations, and management system evaluations while ensuring timely implementation and close out of corrective and preventive actions.
- Monitor project and corporate QHSE performance through the development and analysis of Key Performance Indicators (KPIs), statistical reports, dashboards, trend analyses, and management reports.
- Coordinate and deliver HSE inductions, training programs, toolbox talks, awareness campaigns, emergency drills, and competency development initiatives.
- Liaise effectively with clients, consultants, regulatory authorities, subcontractors, and project teams to ensure compliance with contractual obligations, legal requirements, and client specific QHSE standards.
- Support Quality Assurance and Quality Control activities by participating in internal audits, monitoring non conformance reports (NCRs), corrective action plans, document control, and continual improvement initiatives.
- Provide technical leadership and professional guidance to project teams by promoting a proactive safety culture, supporting operational excellence, identifying opportunities for improvement, and ensuring that all QHSE objectives align with the Company's strategic vision and business goals.
Experience and Certification
- QHSE Engineer: 5 years (Preferred)
- NEBOSH Certificate in Fire Safety (Preferred)
