Al-Gurg Fosroc UAE seeks a Purchase Manager to lead procurement operations for a construction chemicals company. The role involves strategic sourcing, vendor management, import/export compliance, and ERP system oversight.

Responsibilities
- Actively participate in setting and implementing processes that deliver EHS standards as per Group requirements
- Lead improvement programs to optimize purchasing systems and processes, ensuring budget adherence and increased profitability
- Lead commercial and price negotiations for all purchases
- Develop alternative items and sources to reduce the Materials Price Index
- Establish and validate vendor contracts ensuring commercial and legal compliance
- Build long term partnerships with local and global suppliers while ensuring performance against service, cost, delivery, and quality standards
- Evaluate vendor performance regularly to ensure quality compliance and adherence to specifications
- Appoint alternate/new vendors to support import substitution and cost reduction initiatives
- Oversee import processes for raw materials and finished goods, including customs clearance, bonding, and compliance with EXIM policies
- Liaise with government and regulatory bodies for approvals and permits related to chemical and hazardous material procurement and storage
- Coordinate with the Planning Cell and factory teams to maintain optimal inventory levels while ensuring uninterrupted production
- Implement computerized and automated MRP systems to streamline procurement
Requirements
- BSc/MSc Chemistry/ Chemical Engineering with Diploma in Materials Management
- Minimum 15 years of experience in purchasing and supply chain management
- At least 3 years as Head of Department of Procurement function of a division/company
- Excellent interpersonal, analytical and negotiation skills with proven track record of using a process approach
- Adept in handling the entire gamut of Import and Export activities including documentation, insurance and customs clearance
- PC proficiency; MS tools, Microsoft Excel and DAX/ERP
- Team leadership skills with a positive, cooperative attitude
- Valid UAE Driving License (preferred)
