PROPOSAL MANAGER Our Proposal Manager will be responsible for leading single award proposal endeavors, managing task orders ranging from $30M to over $100M, and steering initiatives towards securing Multiple Award Contracts (MAC) and Global Wide Area Contracts (GWAC) valued at over a billion dollars.
Responsibilities
Lead and manage corporate proposal efforts.
Guide and oversee the proposal development process from Pre-RFP to post RFP and final delivery.
Interpret technical/management requirements of Federal solicitations (e.g., RFPs, RFQs, RFS, RFIs).
Ensure a cohesive articulation of win strategy, technical solutions, themes, discriminators, compliance, and requirements throughout final proposal documents.
Facilitate comprehensive proposal reviews, providing ongoing recommendations to ensure compliance and proposal scoring.
Supervise the creation of impactful artwork and graphics for proposals while collaborating with cross-functional teams, executives, stakeholders, and subject matter experts.
Proactively communicate with proposal and business unit leadership to ensure resource availability for a successful proposal submission.
Manage multiple proposal tasks within tight deadlines, ensuring quality and accuracy.
Develop key proposal sections as necessary, including management plans, staffing and resumes, corporate experience, and past performance.
Coordinate proposal activities with bid partners.
Operate as key member of a high performing team. This is a full-time, salaried, exempt position in Chesapeake, VA with potential for hybrid work 25% Qualifications:
Bachelor's degree with 8 years of proposal development or BD related experience
Proficient in MS Office suite.
Flexibility to work non-traditional hours in deadline-oriented environment.
Demonstrated expertise in Government proposal development.
Demonstrated proficiency with knowledge management and BD related software suites.

Excellent verbal and written communication skills, ability to write major proposal sections.
Proven success in delivering high-quality, high-scoring proposals.
Ability to create original content using research and interview techniques.
Government proposal management experience within the IT services support functional domain.
Proposal experience and knowledge within the DoD and Federal Civilian agencies, preferred.
Knowledge and expertise using the Shipley Proposal process, preferred.
Certifications from the Association of Proposal Management Professionals (APMP), preferred.
