Project Procurement Manager - Construction (Houston)

The Project Procurement Manager is responsible for managing procurement processes in adherence to company and client requirements. Ensure optimum efficiency to procure, expedite, and schedule deliveries of materials and equipment to multiple jobsites. Ensure compliance to project budgets and provide analysis of deviations. Serve as the primary interface with suppliers and manage relationships with suppliers. Responsible for launching and implementing activities and initiatives needed to deliver targeted results.

Consults on purchasing services for various projects.

Manages the sourcing of potential suppliers for defined scopes of work, and work with appropriate members of the project team to prequalify suppliers and establish commitment to provide proposals for such work.

Facilitate evaluation of supplier performance, develop procurement estimates and proposals, and develop supplier relationships and establish new suppliers.

Lead activities for the development of procurement strategy.

Manage supplier selection to achieve the best performance for clients.

Negotiate agreements and lead the implementation, coordination, and enforcement of agreements.

Facilitate meetings to manage/optimize overall supplier performance, review standard metrics, discuss market/industry factors, and perform competitive benchmarking.

Understand, track, and forecast the supply base, market, technology, cost structure/drivers, and competition.

Drive continuous improvement throughout the supply base investigating new technology, improving efficiencies, and resolving chronic issues.

Drive cost savings through best sourcing, supplier rationalization, value engineering, etc.

Communicate and conduct meetings, presentations, and updates with suppliers, project teams, business segments/units, and executive management.

Work with Estimating, Project Management, and Contracts Management throughout prequalification, bid proposal,and project execution.

Actively support & participate in resolving supplier delivery, quality or commercial issues which have been escalated to the procurement team.
