- Manage interface coordination and delivery of contractor scope associated with facility operator permits per KSA laws/regulations
- Coordinate with engineering, project controls, project management, commissioning, commercial and interface teams
- Track project deliverables and support Sr. Project Manager with risk management and interface management
- Develop, coordinate and track micro schedule for employer permits final approval package readiness
- Identify and facilitate risk management through early identification and proactive project management practices
- Coordinate with customer representative to ensure permitting process requirements are fulfilled
- Coordinate with commissioning manager and training coordinator for sub contractor specialized equipment training
- Coordinate with commercial and legal teams as required
Requirements
- Graduate in Science or Engineering Degree
- Minimum ten years of experience in project execution
- Deep knowledge of current HCIS regulations and all stages of SAF and SEC/SAIS directives
- Applied experience in permitting process in Saudi Arabia
- Experience in large scale EPC projects in Saudi Arabia
- Excellent organizational skills
- Problem solving skills
- Excellent written and verbal communication skills
- Complete project life cycle experience as owner/facility operator preferred
- Familiarity with contract language and sub contract administration
- Speaking, writing Arabic language is added advantage

Overview
- NEOM Green Hydrogen project is part of the largest and most complex capital project for Air Products, providing a green energy carrier to contribute to decarbonization.
- The incumbent is accountable for managing interface coordination, facilitation and delivery of contractor scope associated with facility operator permits per Saudi Arabia Government laws/regulations.
- This is a site based position in Duba, Tabuk Region, Saudi Arabia working on rotation of 8 Weeks ON / 2 Weeks OFF.
Duties
- Managing tasks as individual contributor & influencer, multi functional team coordination, coordinate resolution of RFI, change management, management of consultants/contractors, conflict resolution, reporting and closeout.
- Ensures sub projects assigned are being delivered to project critical success factors.
- Track project deliverables using business tools and support Sr. Project Manager with risk management and interface management.
- Ensure all internal and external stakeholders are involved during stage gate approval process prior to permit application submission.
- Develop, coordinate and track micro schedule for each employer permits final approval package readiness.
- Actively identify and facilitate risk management through early identification, planning, and selection of best proactive Project Management practices.
- Coordinate with engineering, process safety, project management, procurement, cybersecurity, asset protection and interface manager for KSA regulations compliance.
- Coordinate with contracting, procurement in managing consultants and third parties for employer permitting application package development and review.
- Coordinate with customer representative to ensure permitting process requirements are fulfilled.
- Coordinate with commissioning manager and training coordinator for sub contractor specialized equipment training.
- Coordinate with commercial and legal teams as required.
Qualifications / Requirements
- Experienced project professional who has worked in large scale EPC projects in the Kingdom of Saudi Arabia.
- Experience in permits required for facility construction and operation in Saudi Arabia.
- Graduate in Science or Engineering Degree.
- Minimum ten years of experience in project execution.
- Deep knowledge of current HCIS regulations and all stages of SAF and SEC/SAIS directives.
- Applied experience in permitting process in Saudi Arabia is essential.
- Self motivated, result oriented, proactive individual who can work independently and influence team members and customers.
- Excellent organizational skills.
- Manage stakeholder relationships with transparent inclusive and collaborative approach.
- Problem solving skills.
- Excellent written and verbal communication skills.
- Ability to clearly establish and articulate objectives and expectations.
