Requirements
- University Degree in Civil, Mechanical, Electrical or Chemical Engineering
- Registered as a Professional Engineer (P.Eng.) with Professional Engineers Ontario
- Minimum five years experience in approvals, design, construction, testing and commissioning of water and wastewater systems
- Knowledge of relevant legislation and regulatory requirements
- Knowledge of water, wastewater treatment, collection and distribution systems and hydraulic systems
- Understanding of budgeting process, strategic planning, program development
- Demonstrated report writing and project management skills
- Demonstrated leadership skills to coordinate project teams

About the Role
- Reporting to the Project Manager or Senior Project Manager, is responsible for managing water and wastewater projects and for providing technical support during all stages of the delivery of new water, wastewater and solid waste infrastructure including delivering, reviewing planning and design docu
What You'll Be Doing
- Provide technical engineering support and project coordination for the planning, design, procurement, construction, testing, commissioning, and close out of water, wastewater, and solid waste infrastructure projects.
- Manage assigned projects and project components under the direction of the Project Manager or Senior Project Manager, including coordinating project activities, monitoring schedules and deliverables, identifying risks and issues, and implementing corrective actions as required.
- Prepare, review, and coordinate technical studies and project documentation, including feasibility studies, environmental assessment documents, planning reports, project charters, project definition reports, pre design reports, cost estimates, drawings, specifications, and tender packages.
- Develop, administer, and support procurement processes for consulting and construction services, including pre qualification documents, requests for proposals, tenders, contract documents, evaluations, recommendations, and award processes.
- Coordinate, lead, and support project teams and oversee the work of consultants, contractors, and other service providers to ensure compliance with technical, contractual, regulatory, quality, schedule, and budget requirements, and participate in coaching, mentoring, and knowledge sharing activities
- Administer and support construction contracts through the review of shop drawings, contractor submissions, requests for information, payment certifications, contract changes, claims related correspondence, and other contract deliverables.
- Conduct site inspections, attend construction and coordination meetings, monitor field activities, identify deficiencies or non conformance issues, and recommend or implement corrective actions as appropriate.
- Coordinate, witness, review, and support equipment, process, and system testing and commissioning activities, including the review of testing documentation, commissioning plans, startup activities, performance verification, and operational readiness requirements.
- Prepare, review, and coordinate project close out activities and documentation, including as constructed drawings, operations and maintenance manuals, warranties, training records, and final project acceptance requirements.
- Monitor and support project financial management activities, including budget development, expenditure monitoring, cost forecasting, invoice and payment processing, financial reporting, variance analysis, and maintenance of project financial records.

What We're Looking For
- Successful completion of a University Degree in Civil, Mechanical, Electrical or Chemical Engineering.
- Must be registered as a Professional Engineer (P. Eng.) with Professional Engineers Ontario.
- Minimum five (5) years demonstrated experience (inclusive of E.I.T. experience) in the approvals, design, construction, testing and commissioning of water and wastewater collection, distribution and treatment systems including project management experience.
- Demonstrated knowledge of relevant legislation and regulatory requirements.
- Knowledge of water, wastewater treatment, collection and distribution systems and operations techniques as well as complex hydraulic systems including pumping, piping, valving, etc.
- Understanding of budgeting process, strategic planning, program development and implementation techniques.
- Demonstrated ability in the Region’s core competencies.
- Demonstrated report writing and project management skills to meet program objectives and work to tight deadlines.
- Demonstrated leadership skills to co ordinate project teams; ability to work effectively independently and cooperatively within a team environment.
