The Role
The role is Project Director for a multi-billion SAR railway infrastructure project in Western Saudi Arabia.
The Project Director will lead delivery across the full project lifecycle and work with clients, consultants, JV or consortium partners, contractors, and internal teams.
The project includes track, stations, depots, earthworks, structures, roads, utilities, drainage, MEP, landscaping, and specialist railway systems interfaces.
Key Responsibilities
- Provide overall project leadership and establish the delivery strategy.
- Own performance across programme, cost, quality, HSE, and delivery.
- Lead mobilisation and establish project organisation, governance, and delivery structures.
- Manage multidisciplinary construction, engineering, commercial, planning, procurement, HSE, and QA/QC teams.
- Oversee civil, structural, railway, and associated infrastructure works.
- Coordinate design, construction, railway infrastructure, and specialist systems interfaces.
- Maintain programmes and achieve critical milestones.
- Lead commercial performance, cost management, variations, claims, and contractual obligations.
- Manage subcontractors, suppliers, consultants, and project partners.
- Manage stakeholder relationships, project risks, opportunities, and delivery issues.
- Ensure compliance with Saudi regulations, specifications, and contractual requirements.
- Lead construction, testing, commissioning, and handover.
Essential Requirements
- At least 20 years of professional experience in major infrastructure, construction, transportation, or railway projects.
- Proven leadership of large-scale, multi-billion SAR or USD projects or programmes.
- Strong GCC experience; significant Saudi Arabia experience is highly preferred.
- Project Director-level experience with overall responsibility for major project delivery.
- Strong civil infrastructure and construction background.
- Experience managing complex multidisciplinary teams and major project interfaces.
- Strong commercial and contractual understanding.
- Experience in major contractor, JV, or consortium environments.
- Strong understanding of project controls, programme management, risk, HSE, and QA/QC.
- Excellent stakeholder-management and communication skills.
Education and Certifications
- Bachelor's degree in Civil Engineering, Construction, Railway Engineering, Infrastructure, or a related discipline is required.
- A master's degree or recognised project management qualification is advantageous.
- Chartered Engineer, PMP, or equivalent professional accreditation is beneficial.
Work Arrangement
- The project is based on site in Western Saudi Arabia.
