What You’ll Be Doing

Acting as Parsons’ senior representative with the client, designers, consultants, regulators, authorities, utility providers, and key stakeholders.

Providing leadership and direction throughout the engineering, procurement, construction, installation, testing, commissioning, fuel-loading readiness, operational handover, and closeout phases of the nuclear power plant project.

Reviewing and endorsing key project documents, including the Project Execution Plan, Nuclear Safety Plan, Quality Assurance Program, Construction Management Plan, Commissioning Plan, Security Plan, Emergency Preparedness interfaces, Environmental Management Plan, and project governance frameworks.

Overseeing the coordination of multidisciplinary teams.

Ensuring project activities are performed in accordance with approved safety cases, licensing commitments, regulatory requirements, nuclear quality standards, design specifications, approved procedures, and contractual obligations.

Promoting a strong nuclear safety culture, ensuring that nuclear safety remains the overriding priority in project decision-making and delivery activities.

Managing overall financial performance, including budgets, forecasts, change management, contract administration, claims avoidance, cost control, procurement strategy, and commercial risk management.

Identifying and proactively managing technical, nuclear safety, licensing, construction, commissioning, commercial, schedule, supply chain, security, environmental, and stakeholder risks.

Leading negotiations related to scope changes, variations, claims, technical deviations, design changes, contract amendments, and program adjustments.

Ensuring effective configuration management and control of design changes, technical queries, non-conformances, corrective actions, safety-significant items, and project records.

Monitoring and reporting performance against key milestones, cost, schedule, nuclear safety, industrial safety, quality, environmental, security, commissioning, and sustainability metrics.

Overseeing the implementation of quality assurance and quality control processes, including inspection and test plans, supplier surveillance, audits, non-conformance management, corrective actions, and documentation turnover.

Supporting the integration of nuclear safety, radiation protection, industrial safety, environmental protection, fire protection, cybersecurity, physical security, and emergency preparedness requirements into project delivery.

Coordinating with internal support functions and regional leadership to mobilize the appropriate technical, engineering, project controls, construction, commissioning, quality, safety, licensing, and commercial resources.

Supporting business development activities, including strategy development, proposal preparation, client engagement, and pursuit of future nuclear power, energy, and critical infrastructure opportunities.

Participating in senior-level meetings with government entities, nuclear regulators, client representatives, utility companies, international technology vendors, contractors, authorities, and public or community stakeholders as required.

What Required Skills You’ll Bring

  • Relevant degree or Diploma with 20+ years of experience in the delivery of major nuclear power, power generation, energy, industrial, or complex infrastructure projects, including experience in a senior project management or project director position.
  • Proven experience leading the delivery of major nuclear power plant or mega infrastructure projects, preferably covering engineering, procurement, construction, commissioning.
  • Experience managing projects for government entities, major energy companies, or leading international developers.
  • Demonstrated experience coordinating nuclear safety, licensing, regulatory approvals, safety-case commitments, design authority requirements, and regulatory hold points.
  • Strong commercial and financial management capability, including budgets, forecasts, earned value, change control, contract administration, claims avoidance, procurement management, and commercial risk mitigation.
  • Experience managing major construction activities, including heavy civil works, nuclear-grade structures, equipment installation, large-scale mechanical and electrical works, testing, commissioning, and complex contractor interfaces.
  • Comprehensive understanding of applicable nuclear codes, standards, regulatory requirements, international best practices.
  • Excellent leadership, communication, negotiation, decision-making, and stakeholder management skills.
  • Ability to represent Parsons credibly and effectively at senior government, client, regulatory, utility, contractor, and international stakeholder levels.
  • Demonstrated ability to establish and maintain a strong safety, quality, security, and compliance culture across all project teams and delivery partners.
  • Strong understanding of project controls, risk management, interface management, schedule management, cost control, document control, configuration management, and reporting systems.

What Desired Skills You’ll Bring

  • Familiarity with modern project delivery approaches and digital tools, including BIM, digital engineering, 3D model coordination, digital twins, integrated project controls, electronic document management, asset information management, and data-driven performance reporting.
  • Experience managing complex interfaces between nuclear facilities, conventional power-generation systems, transmission infrastructure, cooling water systems, site utilities, transportation networks, and public infrastructure.
  • Preference may be given to candidates with prior experience working for nuclear utilities, reactor technology vendors, EPC contractors, engineering consultancies, commissioning organizations, or owners’ engineering teams on major nuclear power projects.
  • Experience working in the Middle East or UAE on major energy, power-generation, industrial, or critical infrastructure programs is preferred.
