Role Overview

Lead major infrastructure and utilities works associated with a nuclear power plant in the UAE.

Provide project management, engineering oversight, construction supervision, contract administration, stakeholder coordination, commissioning support, and delivery assurance.

Project Leadership and Delivery

  • Act as the senior representative with clients, designers, consultants, regulators, authorities, utility providers, and key stakeholders.
  • Lead delivery through engineering, procurement, construction, installation, testing, commissioning, fuel-loading readiness, operational handover, and closeout.
  • Oversee coordination of multidisciplinary teams.
  • Promote a strong nuclear safety culture with nuclear safety as the overriding project priority.

Governance and Compliance

  • Review and endorse the Project Execution Plan, Nuclear Safety Plan, Quality Assurance Program, Construction Management Plan, Commissioning Plan, Security Plan, Emergency Preparedness interfaces, and Environmental Management Plan.
  • Ensure compliance with safety cases, licensing commitments, regulatory requirements, nuclear quality standards, design specifications, approved procedures, and contractual obligations.
  • Support integration of nuclear safety, radiation protection, industrial safety, environmental, fire protection, cybersecurity, physical security, and emergency preparedness requirements.

Commercial and Risk Management

  • Manage budgets, forecasts, change management, contract administration, claims avoidance, cost control, procurement strategy, and commercial risk management.
  • Identify and manage technical, nuclear safety, licensing, construction, commissioning, commercial, schedule, supply chain, security, environmental, and stakeholder risks.
  • Lead negotiations concerning scope changes, variations, claims, technical deviations, design changes, contract amendments, and program adjustments.

Quality and Performance

  • Ensure configuration management and control of design changes, technical queries, non-conformances, corrective actions, safety-significant items, and project records.
  • Monitor performance against milestones, cost, schedule, safety, quality, environmental, security, commissioning, and sustainability metrics.
  • Oversee inspections, supplier surveillance, audits, non-conformance management, corrective actions, and documentation turnover.

Stakeholders and Growth

  • Coordinate technical, engineering, project controls, construction, commissioning, quality, safety, licensing, and commercial resources with internal and regional teams.
  • Support business development through strategy development, proposal preparation, client engagement, and future nuclear, energy, and critical infrastructure pursuits.
  • Participate in senior-level meetings with government entities, regulators, clients, utilities, vendors, contractors, authorities, and community stakeholders.

Required Skills and Experience

  • Relevant degree or diploma with 20+ years of experience delivering major nuclear power, power generation, energy, industrial, or complex infrastructure projects.
  • Experience in a senior project management or project director position.
  • Experience leading major nuclear power plant or mega infrastructure projects.
  • Experience managing projects for government entities, major energy companies, or leading international developers.
  • Experience coordinating nuclear safety, licensing, regulatory approvals, safety-case commitments, design authority requirements, and regulatory hold points.
  • Experience covering engineering, procurement, construction, and commissioning is preferred.
  • Strong commercial and financial management capability, including budgets, forecasts, earned value, change management, and contract administration.
