Bid Opportunity Context

This requirement is for a bid opportunity only at this stage.

Any engagement will depend on successful project award and final client approval.

The role supports a conventional railway and freight rail program.

Role Overview

Lead construction execution, package coordination, interface management, and delivery performance across large-scale railway infrastructure works.

Coordinate civil, structural, track, systems, MEP, architectural, utilities, and operational interfaces.

Ensure delivery meets schedule, budget, quality, safety, regulatory, contractual, and operational requirements.

Main Duties

  • Lead construction delivery across multiple packages, work fronts, and contractor interfaces.
  • Drive safe and timely site execution and coordinate construction teams, subcontractors, and package managers.
  • Integrate engineering, procurement, construction, commercial, planning, contracts, and project controls functions.
  • Monitor progress and productivity and implement recovery plans for delays or performance gaps.
  • Manage site risks, constructability, sequencing, logistics, and multidisciplinary interfaces.
  • Lead delivery reviews, progress meetings, reporting, and stakeholder coordination.
  • Ensure compliance with specifications, contracts, quality standards, and HSE regulations.
  • Support methodologies, phasing, mobilization, testing, commissioning readiness, and handover planning.

Profile and Skills

  • A bachelor’s degree in Civil Engineering, Construction Management, or a related discipline is required.
  • At least 20 years of experience in major infrastructure and construction projects is required.
  • Strong conventional railway and freight rail experience is essential.
  • Experience leading major rail or transportation delivery from execution through completion is required.
  • Strong construction management, site delivery, contractor coordination, and field execution experience is required.
  • Gulf experience is preferred; a master’s degree is an advantage.
  • Knowledge of sequencing, logistics, temporary works, constructability, project controls, HSE, quality, risk, and compliance is required.
