Overview

The Cost Controller is responsible for managing and monitoring project costs across real estate developments to ensure delivery within approved budgets.

The role focuses on budgeting, cost tracking, financial reporting, and supporting project teams in controlling expenditures throughout the project lifecycle—from design to handover.

Cost Planning & Budgeting

  • Prepare detailed development budgets based on design, specifications, and project scope
  • Develop Cost Breakdown Structures (CBS) aligned with project phases
  • Support feasibility studies and investment analysis for new developments
  • Assist in tendering, estimation, and contractor selection

Cost Monitoring & Control

  • Track and control project costs against approved budgets
  • Monitor commitments, variations, and actual expenditures
  • Identify cost variances and recommend corrective actions
  • Ensure cost efficiency across all project stages

Forecasting & Reporting

  • Prepare cost forecasts and cash flow projections
  • Generate monthly cost reports for management and stakeholders
  • Analyze cost performance and highlight financial risks and opportunities
  • Support financial audits and reporting requirements

Contract & Procurement Management

  • Review contracts, BOQs, and procurement packages for cost accuracy
  • Evaluate contractor and supplier invoices and payment applications
  • Monitor procurement activities to ensure alignment with budgets
  • Assist in negotiation of variations and claims

Change Management

  • Assess variation orders and change requests for cost impact
  • Ensure all changes are properly documented, justified, and approved
  • Update budgets and forecasts based on approved variations

Stakeholder Coordination

  • Collaborate with project managers, consultants, contractors, and finance teams
  • Provide financial insights to support decision-making
  • Ensure compliance with company policies and UAE regulations

Education

  • Bachelor’s degree in
  • Engineering (Civil preferred)
  • ,

Quantity Surveying

Finance

, or related field

Experience

  • 5–10 years of experience in cost control within
  • real estate or property development projects
  • Experience with residential, commercial, or mixed-use developments
  • UAE project experience is highly preferred

Skills

  • Strong knowledge of real estate project costing and budgeting
  • Familiarity with BOQs, contracts, and procurement processes
  • Proficiency in:

• Advanced Microsoft Excel

  • ERP systems (SAP, Oracle, or similar)
  • Cost management tools (e.g., Primavera P6 is a plus)
  • Strong analytical, reporting, and problem-solving skills
  • Excellent communication and stakeholder management abilities

Certifications (Preferred)

  • RICS (Royal Institution of Chartered Surveyors)
