Role Overview

The Project Controls Manager provides leadership for planning and scheduling, progress measurement, risk management, cost controls, change management, and reporting for the entire rail systems project.

The role provides guidance to planning and risk staff, interfaces with clients, and supports contractors and consultants on project controls matters.

Project Controls Responsibilities

  • Develop, implement, and maintain project controls processes, procedures, systems, and tools.
  • Monitor compliance with project controls processes, procedures, systems, and tools.
  • Provide guidance and direction for resolving planning issues as they arise.
  • Set up Primavera Project Management System P6 for programme management across the planning team with all stakeholders.
  • Prepare the integrated master programme for the project.
  • Establish and deliver formal reporting arrangements on project progress for the client and project.
  • Arrange project controls workshops and meetings to help contractors and consultants close project control issues.
  • Review and challenge claims and Extension of Time requests.
  • Review consultant and contractor programmes and analyze them against contractual requirements.
  • Assess and analyze the impacts of design and construction changes and schedule slippages.
  • Coordinate effective project risk management across the project.

Stakeholder and Leadership Duties

  • Provide guidance, direction, and specialized assistance to planning and risk staff.
  • Interface with clients and attend regular meetings.

Required Qualifications

  • A bachelor’s degree in Civil Engineering, Mechanical Engineering, or Construction Management from a recognized institution is required.
  • A minimum of 15 years of experience in planning and scheduling, cost controls, quantitative schedule risk analysis, and Extension of Time claims on rail projects is required.
  • Proficiency in project controls software such as Primavera P6, Microsoft Project, Primavera Risk Analysis, Power BI, and other relevant tools is required.
  • Thorough knowledge of industry best practices and regulations is required.

Preferred Experience

  • High-speed rail project experience is preferred.
