Role Overview
Lead all aspects of cost, schedule, risk, and change management across a complex development program.
Provide governance, forecasting, reporting, and strategic oversight to support schedule certainty, financial control, and high-performance delivery.
Governance and Integrated Controls
- Establish project controls strategy, systems, procedures, governance models, reporting frameworks, and performance measurement systems.
- Integrate cost, schedule, risk, and change management across all project lifecycle phases.
- Implement project controls policies, standards, control plans, and best practices across project packages and delivery teams.
Schedule and Cost Management
- Oversee the integrated master schedule across engineering, procurement, construction, commissioning, and handover.
- Monitor progress, contractor schedules, critical path, schedule risk, resource loading, forecasts, delays, and recovery strategies.
- Direct cost estimating, cost control, cash flow forecasting, budget monitoring, cost baselines, monthly reporting, and variance analysis.
- Apply performance measurement frameworks such as Earned Value Management.
Risk, Change, and Commercial Management
- Lead risk identification, qualitative and quantitative assessments, mitigation planning, risk modeling, exposure monitoring, and risk register management.
- Direct change and variation evaluation, documentation, baseline integration, change control governance, and Change Control Board meetings.
- Coordinate with commercial and contract teams on claims, entitlement assessments, negotiation strategies, early warnings, and claims exposure.
Reporting and Systems
- Oversee executive reports, dashboards, KPIs, transparent performance reporting, and decision-support insights.
- Lead optimization of project controls systems and digital platforms through automation, analytics, and performance monitoring.
- Ensure data accuracy, consistency, integrity, standardized documentation, and audit readiness.
Team and Stakeholder Leadership
- Lead planners, schedulers, cost engineers, risk specialists, and reporting analysts and support their development and performance.
- Coordinate with engineering, construction, procurement, contracts, finance, operations, contractors, consultants, and senior stakeholders.
- Resolve cross-functional issues and maintain alignment across project delivery teams.
Required Qualifications and Experience
- Bachelor’s degree in engineering, construction management, project management, or a related discipline.
- Master’s degree in project management, engineering, or business administration is preferred.
- At least 25 years of project controls experience within major capital projects.
- At least 15 years in senior leadership roles managing large project controls teams.
- Extensive cost control, planning and scheduling, risk management, and performance reporting experience.
- Experience managing complex, multi-contractor programs with significant budgets.
- Expert proficiency in Primavera P6, cost management systems, and project performance analytics tools.
- Strong project lifecycle, construction sequencing, design development, contract management, procurement, and claims evaluation knowledge.
- Proven leadership of large multidisciplinary teams and strong analytical, communication, organizational, and decision-making skills.
- PMP, PSP, CCP, EVP, PMI-SP, RMP, or equivalent certification.
- Expertise in digital project controls platforms and data visualization tools such as Power BI or Tableau.
- Experience with international contract frameworks such as FIDIC and large complex programs.
