Project Control Manager

Job Purpose

Project Controls Framework

• Develop and maintain the program-wide Project Controls Management Framework, including procedures, standards, methodologies, governance, and reporting requirements.
• Ensure consistent project controls implementation across development packages and promote continuous improvement and best practices.

Cost and Performance Management

• Monitor cost performance, budgets, commitments, forecasts, expenditure trends, and progress against approved baselines.
• Establish progress measurement methodologies, performance metrics, and KPI frameworks for schedule, cost, and overall project performance.
• Conduct forecasting, trend analysis, Earned Value Management, and performance assessments to identify emerging risks and support decisions.

Integrated Program Reporting

• Coordinate planning, scheduling, commercial, risk, quantity surveying, procurement, and technical information within an integrated reporting framework.
• Assess the performance impacts of changes, variations, claims, and program decisions and support change management.
• Prepare executive dashboards, integrated performance reports, management presentations, and strategic recommendations for management and the client.

Reviews and Digital Systems

• Lead project controls review meetings, reporting workshops, audits, and performance reviews.
• Support implementation of PMIS, EDMS, digital dashboards, and data analytics platforms.

Qualifications and Experience

• Bachelor's degree in engineering, construction management, quantity surveying, project management, cost engineering, or a related discipline.
• Chartered professional membership or equivalent professional accreditation.
• At least 15 years of professional experience in project controls, program controls, cost management, infrastructure delivery, urban development, or major capital projects.
• PMCM, PMC, EPCM, consultancy, developer, or client-side experience is preferred.
• Experience on major land development and infrastructure projects in Saudi Arabia or the GCC is preferred.
