We are looking for a Programme Officer to be embedded on-site in Abu Dhabi as the operational backbone of our in-country delivery presence for a sovereign national defence authority.

Responsibilities
- Own the meeting record: produce definitive written records in Arabic and English of all client interactions
- Translate requirements into delivery language: convert client descriptions into precise written functional requirements for the product and engineering team
- Protect scope at the point of contact: surface informal requests and escalate to VP before any commitment
- Support platform acceptance evaluation: observe client interactions and flag cultural/linguistic appropriateness
- Maintain the internal delivery brief: keep VP, CPO, and CTO current on client environment and informal feedback
Requirements
- Based in Abu Dhabi — on site presence is not optional
- Gulf Arabic as a native or primary language; strong professional English for internal documentation
- 5–8 years of professional experience post national service in technology, government digital programmes, consulting, or programme coordination
- Programme or project management experience managing delivery timelines and coordinating across multiple stakeholders
- Software delivery fluency — understanding sprint cycles, functional specifications, and acceptance criteria
- Discretion and composure in environments with sensitive government relationships
- PMP or equivalent project management credential (valued but not required)
- Prior experience working for or alongside a Western technology company in a government or institutional context (valued)
- Experience in defence, national security, or government digital transformation environments (valued)
- Familiarity with agile delivery methodologies (valued)

COMPENSATION
- Base salary: AED 23,000 – 28,000 per month
- Performance bonus: Milestone triggered; negotiated individually
- Health insurance: Comprehensive, employer provided (employee + dependents)
- End of service gratuity: Per UAE Labour Law
- GPSSA: 5% employee · 12.5% employer pension contributions
- Tax environment: UAE has no personal income tax
- Location: On site, Abu Dhabi
