Resume must explicitly reflect a Bachelor's degree in Computer Information Systems, Business Administration, or a related field, alongside 8+ years of total IT experience.
Must possess a verified, active or interim Tier 1 (T1/NACI) adjudication visible within DISS at contract start.
Must be fully available to lead the workforce and attend Government meetings scheduled between 8:00 a.m. and 4:30 p.m. Central Standard Time (CST), Monday through Friday, with a flexible posture to support evening transition cutovers or emergencies.
Must sign a formal Letter of Intent (LOI) authorizing submission of their credentials for this specific DISA/DITCO contract opportunity.
Direct overall performance of the 25-person TSST workforce, actively managing work distribution, supervising contractor personnel, and maintaining full staffing levels across all transition phases.
Serve as the principal interface between corporate delivery teams, the DITCO Transition PMO, DoD agencies, telecommunications contractors, and oversight bodies.
Provide direct technical and operational support to the DoD Program Manager, including the development of executive briefing slides, management charts, and progress reports.
Formulate, implement, and maintain a comprehensive, contract-wide Quality Assurance Plan to oversee all data validation, tracking database accuracy, and service order processing.
Oversee the systematic tracking and QA/QC of approximately 70,000 total transition actions (35,000 Starts / 35,000 Discontinues) to prevent billing anomalies or service gaps.
Maintain and monitor the program Risk Register, implementing proactive mitigation strategies and executing the capture and delivery of formal Lessons Learned Reports upon transition milestones.
Guide the ongoing modification of the Transition Strategy and Management Plan (TSMP) and review individual agency transition plans to assess feasibility and resolve alignment conflicts.
Enforce strict compliance with corporate and federal policies, ensuring all monthly deliverables (including Monthly Progress Reports, Risk Registers, and NDA Status Reports) are delivered on time.

Direct incumbent experience supporting the DISA/DITCO Telecommunications Service Support Team (TSST).
Deep functional understanding of modern DoD network transport technologies, including MPLS, Ethernet, Optical Wavelengths, Dark Fiber, IP VPNs, VoIP, and satellite/wireless services.
